  1.1                          A bill for an act 
  1.2             relating to local government; providing a statewide 
  1.3             moratorium on detachment and annexation orders. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [MORATORIUM.] 
  1.6      Notwithstanding Minnesota Statutes, chapter 414, the 
  1.7   Minnesota municipal board must not issue an order for annexation 
  1.8   or detachment or both under chapter 414 until otherwise provided 
  1.9   by law. 
  1.10     Sec. 2.  [EFFECTIVE DATE.] 
  1.11     Section 1 is effective the day after its final enactment 
  1.12  and applies to prohibit the issuing of orders described in 
  1.13  section 1 on or after the effective date.
