A bill for an act
relating to early childhood education; creating an early childhood family
education collaboration incentive; appropriating money; amending Minnesota
Statutes 2006, section 124D.135, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2006, section 124D.135, is amended by adding a
subdivision to read:

new text begin Early childhood family education programs
that can demonstrate to the commissioner that they are successfully reaching out to at-risk
children and collaborating with other early childhood programs and organizations to serve
at-risk children shall receive a collaboration incentive equal to five percent of their early
childhood family education program revenue under this section.

Sec. 2. new text begin APPROPRIATION; EARLY CHILDHOOD FAMILY EDUCATION.

new text begin $....... is appropriated from the general fund in fiscal year 2009 to the commissioner
of education for the early childhood family education collaboration incentive under
Minnesota Statutes, section 124D.135, subdivision 10. This appropriation is in addition
to the appropriation under Laws 2007, chapter 146, article 9, section 17, subdivision 2,
and is added to the base.
