  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing a 
  1.3             facility grant; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [FACILITY GRANT.] 
  1.6      Subdivision 1.  [FACILITY GRANT.] $20,000,000 is 
  1.7   appropriated in fiscal year 2003 from the general fund to the 
  1.8   commissioner of children, families, and learning for a facility 
  1.9   grant to a consolidated district consisting of: 
  1.10     (1) at least two districts including independent school 
  1.11  districts Nos. 411, Balaton; 402, Hendricks; 403, Ivanhoe; 404, 
  1.12  Lake Benton; 418, Russell; 584, Ruthton; and 409, Tyler; 
  1.13     (2) contiguous districts; and 
  1.14     (3) over 1,000 resident kindergarten through grade 12 
  1.15  students in average daily membership. 
  1.16     Subd. 2.  [BONDS.] To provide the money appropriated by 
  1.17  this section from the general fund, the commissioner of finance, 
  1.18  on request of the governor, shall sell and issue bonds of the 
  1.19  state in an amount up to $20,000,000 in the manner, on the 
  1.20  terms, and with the effect prescribed by Minnesota Statutes, 
  1.21  sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  1.22  article XI, sections 4 to 7.  
  1.23     Sec. 2.  [EFFECTIVE DATE.] 
  1.24     Section 1 is effective the day following final enactment.
