  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             authorizing the board of trustees of the Minnesota 
  1.6             state colleges and universities to make capital 
  1.7             improvements at St. Cloud State University; 
  1.8             authorizing issuance of bonds; appropriating money. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [APPROPRIATION.] 
  1.11     Subdivision 1.  [BOARD OF TRUSTEES OF MINNESOTA STATE 
  1.12  COLLEGES AND UNIVERSITIES.] $....... is appropriated from the 
  1.13  bond proceeds fund to the board of trustees of the Minnesota 
  1.14  state colleges and universities for capital improvements at St. 
  1.15  Cloud State University as specified in this section. 
  1.16     Subd. 2.  [LAWRENCE HALL.] $3,865,000 for the renovation of 
  1.17  Lawrence Hall.  In addition, the board may use up to $2,200,000 
  1.18  in revenue bonds under Minnesota Statutes, sections 136A.25 to 
  1.19  136A.42, for the remainder of the cost of the renovation of 
  1.20  Lawrence Hall. 
  1.21     Subd. 3.  [RIVERVIEW HALL.] $300,000 for the design and 
  1.22  preparation of construction documents for the renovation and 
  1.23  preservation of Riverview Hall classroom building. 
  1.24     Subd. 4.  [EASTMAN HALL.] $550,000 for the design and 
  1.25  preparation of construction documents for the renovation and 
  1.26  preservation of Eastman Hall recreation facility. 
  1.27     Subd. 5.  [ATHLETIC FACILITY.] $....... for the predesign 
  2.1   of a new athletic facility for St. Cloud State University. 
  2.2      Sec. 2.  [BOND SALE.] 
  2.3      To provide the money appropriated in section 1 from the 
  2.4   bond proceeds fund, the commissioner of finance, on request of 
  2.5   the governor, shall sell and issue bonds of the state in an 
  2.6   amount up to $....... in the manner, on the terms, and with the 
  2.7   effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.8   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.9   4 to 7. 
  2.10     Sec. 3.  [EFFECTIVE DATE.] 
  2.11     Sections 1 and 2 are effective the day following final 
  2.12  enactment.
