  1.1                          A bill for an act 
  1.2             relating to agriculture; creating a pilot project 
  1.3             assisting retiring farmers in transferring farms to 
  1.4             beginning farmers; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $80,000 is appropriated from the general fund to the 
  1.8   commissioner of agriculture for a contract with the Wabasha 
  1.9   county extension service for a pilot project that will assist 
  1.10  retiring farmers in transferring their farms to beginning 
  1.11  farmers and provide educational and social support necessary for 
  1.12  the transfer.  The project must bring together retiring farmers 
  1.13  and prospective farmers; help the parties negotiate agreements; 
  1.14  monitor the progress of matches; coordinate mentors to provide 
  1.15  beginning farmers with expertise; and develop and implement an 
  1.16  educational farm management and peer support program for 
  1.17  beginning farmers.  The extension service shall coordinate with 
  1.18  other local and statewide agricultural interest groups.  This 
  1.19  appropriation is available until June 30, 1997.
