  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             authorizing the board of regents of the University of 
  1.6             Minnesota and the board of trustees of the Minnesota 
  1.7             state colleges and universities to make certain 
  1.8             improvements to colleges and universities; authorizing 
  1.9             issuance of bonds; appropriating money. 
  1.10  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.11     Section 1.  [CAPITAL IMPROVEMENTS.] 
  1.12     The sums in this act are appropriated with certain 
  1.13  conditions and directions from the bond proceeds fund, or other 
  1.14  named fund, to the officials indicated, to be spent for public 
  1.15  purposes including to acquire and to better public land and 
  1.16  buildings and other public improvements of a capital nature, as 
  1.17  specified in this act. 
  1.18  Sec. 2.  MINNESOTA STATE COLLEGES AND UNIVERSITIES 
  1.19  Subdivision 1.  Appropriations                      188,350,000 
  1.20  Of this amount, $188,000,000 is 
  1.21  appropriated to the board of trustees 
  1.22  of the Minnesota state colleges and 
  1.23  universities from the bond proceeds 
  1.24  fund and $350,000 is appropriated to 
  1.25  the board of trustees of the Minnesota 
  1.26  state colleges and universities from 
  1.27  the general fund for the purposes 
  1.28  specified in this section. 
  1.29  Subd. 2.  Higher Education Asset 
  1.30  Preservation and Replacement                         60,000,000
  1.31  For the purposes specified in Minnesota 
  1.32  Statutes, section 135A.046, including 
  1.33  safety and statutory compliance, 
  2.1   envelope integrity, mechanical systems, 
  2.2   and space restoration.  Funding is 
  2.3   available within this amount to make 
  2.4   necessary repairs to the roof and air 
  2.5   handling system at Anoka Hennepin 
  2.6   Technical College. 
  2.7   Subd. 3.  Normandale Community College               18,142,000 
  2.8   To design, construct, and equip an 
  2.9   addition to the science building and to 
  2.10  remodel and provide new equipment for 
  2.11  the existing science facilities. 
  2.12  Subd. 4.  North Hennepin Community College           11,161,000 
  2.13  For design and remodeling of the old 
  2.14  science building into a general 
  2.15  education building. 
  2.16  Subd. 5.  St. Cloud State Technical College           7,992,000 
  2.17  To design, remodel, and equip the A and 
  2.18  B wings of the existing building and to 
  2.19  design, construct, and equip an 
  2.20  addition to the boiler room. 
  2.21  Subd. 6.  Minneapolis Community and 
  2.22  Technical College                                    18,300,000
  2.23  To construct and equip a new library 
  2.24  and instructional technology center, 
  2.25  remodel vacated library space, and 
  2.26  remodel existing offices. 
  2.27  Subd. 7.  Metropolitan State University              18,140,000 
  2.28  For capital improvements to the St. 
  2.29  Paul and Minneapolis campuses of 
  2.30  Metropolitan State University as 
  2.31  specified in this subdivision: 
  2.32  (1) $16,740,000 is to construct, 
  2.33  furnish, and equip a new library and 
  2.34  information access center on the St. 
  2.35  Paul campus, including demolition costs 
  2.36  of the facility currently on the site; 
  2.37  and 
  2.38  (2) $1,400,000 is for design through 
  2.39  construction bid documents of an 
  2.40  instructional facility colocated with 
  2.41  the campus of Minneapolis Community and 
  2.42  Technical College to house major 
  2.43  academic and student service functions. 
  2.44  Subd. 8.  Alexandria Technical College                  500,000 
  2.45  To design and construct a new classroom 
  2.46  and office building to replace 
  2.47  residential buildings used as temporary 
  2.48  classrooms and storage. 
  2.49  Subd. 9.  Winona State University                     3,200,000
  2.50  To design, through construction bid 
  2.51  documents, a new science building. 
  2.52  Subd. 10.  Moorhead State University                  5,700,000
  2.53  For capital improvements at Moorhead 
  3.1   State University as specified in this 
  3.2   subdivision: 
  3.3   (1) $1,600,000 is to design, through 
  3.4   construction bid documents, a science 
  3.5   laboratory and auditorium addition to 
  3.6   Hagen Hall, to remodel and make asset 
  3.7   preservation improvements to Hagen 
  3.8   Hall; and 
  3.9   (2) $4,100,000 is to demolish and 
  3.10  remove structures from blighted land to 
  3.11  develop parking facilities, including 
  3.12  paving, signage, security facilities, 
  3.13  and landscaping. 
  3.14  Subd. 11.  Northwest Technical College               10,998,000 
  3.15  For capital improvements as specified 
  3.16  in this subdivision: 
  3.17  (1) $9,740,000 is to acquire the former 
  3.18  Bemidji high school property, to 
  3.19  demolish a portion of the building and 
  3.20  remodel a portion to house several 
  3.21  programs of Northwest Technical College 
  3.22  and Bemidji State University; and 
  3.23  (2) $1,258,000 is to design, construct, 
  3.24  and equip an instructional addition for 
  3.25  health sciences and to renovate 
  3.26  existing health facilities.  The 
  3.27  project includes additional parking 
  3.28  spaces and boiler replacement. 
  3.29  Subd. 12.  Systemwide Projects                        5,430,000 
  3.30  To design, construct, remodel, furnish, 
  3.31  and equip capital projects at various 
  3.32  campuses.  These projects include: 
  3.33  (1) remodel student service facility at 
  3.34  Southeast Technical College at Winona; 
  3.35  (2) replace greenhouse, relocate the 
  3.36  main driveway, and renovate the former 
  3.37  powdered metals laboratory space at 
  3.38  Hennepin Technical College at Brooklyn 
  3.39  Park; 
  3.40  (3) an addition to the allied health 
  3.41  center at Riverland Community and 
  3.42  Technical College at Austin; 
  3.43  (4) expansion of telecommunications 
  3.44  systems at Dakota Technical College at 
  3.45  Rosemount; 
  3.46  (5) design, remodel, and equip an ITV 
  3.47  classroom at Rainy River Community 
  3.48  college at International Falls; 
  3.49  (6) design, construct, and equip 
  3.50  storage garages at various campuses at 
  3.51  Fergus Falls, Granite Falls, Jackson, 
  3.52  Brainerd, and Worthington and add a 
  3.53  loading dock at Pipestone; 
  3.54  (7) design, renovate, and equip 
  3.55  classrooms including ITV improvements 
  3.56  at Southwest State University at 
  4.1   Marshall; 
  4.2   (8) design, construct, and equip a 
  4.3   high-bay shop addition for Laurentian 
  4.4   Community and Technical College at 
  4.5   Eveleth; 
  4.6   (9) response to unanticipated capital 
  4.7   needs identified by local authorities. 
  4.8   Subd. 13.  Land Acquisition                           4,242,000 
  4.9   To purchase land adjacent to or near 
  4.10  MnSCU campuses, including land near 
  4.11  Century Community and Technical 
  4.12  College, Metropolitan State University, 
  4.13  Winona State University, Laurentian 
  4.14  Community and Technical College, St. 
  4.15  Cloud State University, Mankato State 
  4.16  University, St. Cloud Technical 
  4.17  College, and Hibbing Community and 
  4.18  Technical College for expansion of the 
  4.19  law enforcement and EMT training 
  4.20  facility. 
  4.21  Subd. 14.  St. Cloud State University                   850,000 
  4.22  For capital improvements at St. Cloud 
  4.23  State University as provided in this 
  4.24  subdivision: 
  4.25  (1) $300,000 is to design the 
  4.26  renovation and preservation of 
  4.27  Riverview Hall through the construction 
  4.28  bid documents; and 
  4.29  (2) $550,000 is for design through 
  4.30  construction bid documents of the 
  4.31  preservation and renovation of Eastman 
  4.32  Hall recreation facility. 
  4.33  Subd. 15.  Northland Community and
  4.34  Technical College                                     5,000,000
  4.35  For phase 2 of the consolidation 
  4.36  project at the Northland Community and 
  4.37  Technical College at Thief River Falls 
  4.38  including: 
  4.39  (1) design, remodel, and equip a 
  4.40  developmental learning center and 
  4.41  additional classroom space; and 
  4.42  (2) design, construct, and equip an 
  4.43  addition to the developmental learning 
  4.44  center and campus connector. 
  4.45  Subd. 16.  Minnesota State University,
  4.46  Mankato                                               9,907,000
  4.47  For phase 2 of the student athletic 
  4.48  facility renovation project, including: 
  4.49  (1) design, build, and equip an 
  4.50  addition to Highland Center; 
  4.51  (2) finish and equip the lower level of 
  4.52  the Taylor Center; and 
  4.53  (3) design, renovate and equip indoor 
  4.54  student athletic facilities in the 
  5.1   Pennington Building, Highland Center, 
  5.2   and Highland North. 
  5.3   Subd. 17.  Southwest State University                   800,000 
  5.4   To design the renovation of the 
  5.5   Southwest State University library at 
  5.6   Marshall.  The plan must include 
  5.7   realignment of library functions to 
  5.8   improve access and improvements to the 
  5.9   infrastructure. 
  5.10  Subd. 18.  Rochester Community and 
  5.11  Technical College                                     2,350,000
  5.12  For projects specified in this 
  5.13  subdivision: 
  5.14  (1) complete construction of an 
  5.15  internal campus road system; 
  5.16  (2) design and construct replacement 
  5.17  athletic fields displaced by road 
  5.18  improvements; and 
  5.19  (3) predesign, design, and partially 
  5.20  construct a quadrangle between the main 
  5.21  building and the sports center, 
  5.22  including underground utilities, 
  5.23  landscaping, and reconfigured entrance. 
  5.24  $350,000 of this appropriation is from 
  5.25  the general fund to complete the master 
  5.26  site utilities network plan for 
  5.27  infrastructure improvements, including 
  5.28  the feasibility of connecting 
  5.29  University Center Rochester utilities 
  5.30  to the Olmsted County Waste-to-Energy 
  5.31  Power Plant. 
  5.32  Subd. 19.  Itasca Community College                   4,000,000 
  5.33  To design, construct, furnish, and 
  5.34  equip a new engineering-technology 
  5.35  center with attached student housing. 
  5.36  Subd. 20.  Hennepin Technical College                 1,638,000 
  5.37  To remodel, furnish, and equip high-bay 
  5.38  garages at each campus of Hennepin 
  5.39  Technical College to meet code 
  5.40  requirements and current standards for 
  5.41  exits and mechanical, electrical, and 
  5.42  fire protection systems. 
  5.43  Sec. 3.  UNIVERSITY OF MINNESOTA  
  5.44  Subdivision 1.  Appropriations                      134,300,000 
  5.45  To the board of regents of the 
  5.46  University of Minnesota from the bond 
  5.47  proceeds fund for the purposes 
  5.48  specified in this section. 
  5.49  Subd. 2.  Higher Education Asset 
  5.50  Preservation and Replacement                         16,000,000
  5.51  For the purposes specified in Minnesota 
  5.52  Statutes, section 135A.046, including 
  5.53  fire and life and safety improvements, 
  5.54  ADA access improvements, hazardous 
  6.1   material abatement, and environmental 
  6.2   improvements and infrastructure 
  6.3   replacement. 
  6.4   Subd. 3.  Molecular and Cellular Biology Building,
  6.5   Minneapolis Campus                                   35,000,000
  6.6   To complete the construction, furnish, 
  6.7   and equip the molecular and cellular 
  6.8   biology building at the Minneapolis 
  6.9   campus. 
  6.10  Subd. 4.  Arts Building, Minneapolis Campus          21,000,000

  6.12  for construction of a new art building 
  6.13  on the Minneapolis West Bank campus. 
  6.14  Subd. 5.  Microbial and Plant Genomics Building,

  6.17  drawings, and construct, furnish, and 
  6.18  equip the Microbial and Plant Genomics 
  6.19  Center on the St. Paul campus. 
  6.20  Subd. 6.  Plant Growth Facilities Replacement
  6.21  and Renovation, St. Paul Campus                      17,100,000
  6.22  To upgrade the plant growth facilities 
  6.23  on the St. Paul campus, including: 
  6.24  (1) replacement of obsolete greenhouses 
  6.25  with plant growth facilities providing 
  6.26  environmental controls necessary to 
  6.27  support research and instruction; 
  6.28  (2) renovation of existing greenhouses 
  6.29  to comply with current law on pesticide 
  6.30  and fertilizer use; and 
  6.31  (3) construction of a quarantine and 
  6.32  biocontainment facility in partnership 
  6.33  with the Minnesota department of 
  6.34  agriculture. 
  6.35  Subd. 7.  Music Performance Laboratory, Duluth        6,100,000 
  6.36  To construct and furnish the Music 
  6.37  Performance Laboratory at the Duluth 
  6.38  campus. 
  6.39  Subd. 8.  Kiehle Building Renovation and 
  6.40  Addition, Crookston                                   6,500,000
  6.41  To complete construction drawings and 
  6.42  renovate, furnish, and equip the 
  6.43  renovation of and additions to the 
  6.44  Kiehle building at the Crookston campus 
  6.45  for a meeting center and a technology

  7.11  (1) construction of a wean and finish 
  7.12  facility for swine research at Southern 
  7.13  ROC at Waseca; 
  7.14  (2) replacement, remodeling, and 
  7.15  renewal of facilities at the Cloquet 
  7.16  Forestry Center including replacement 
  7.17  of sewage handling facilities as phase 
  7.18  2 of a multiphase project; 
  7.19  (3) construction of research laboratory 
  7.20  and office space at Northwest ROC at 
  7.21  Crookston; 
  7.22  (4) construction of an addition to the 
  7.23  aspen/larch genetics laboratory at the 
  7.24  North Central ROC at Grand Rapids and 
  7.25  land acquisition to develop test 
  7.26  planting sites; 
  7.27  (5) construction of an addition to the 
  7.28  administration building at the Southern 
  7.29  ROC at Waseca for offices for faculty, 
  7.30  extension specialists, and extension 
  7.31  director; 
  7.32  (6) construction of a farm machinery 
  7.33  storage and maintenance building at 
  7.34  North Central ROC at Grand Rapids; 
  7.35  (7) preliminary station master 
  7.36  planning, facility design, and phase 1 
  7.37  facility renewal at Itasca forestry and 
  7.38  biological station; 
  7.39  (8) planning and design for remodeling 
  7.40  of the Annex building at the Southern 
  7.41  ROC at Waseca to include a public 
  7.42  meeting room and conference room. 
  7.43  Subd. 11.  Bulldog Sports Center, Duluth             10,400,000 
  7.44  To design and construct the Bulldog 
  7.45  Sports Center at the Duluth campus for 
  7.46  the ice hockey programs, including a 
  7.47  3,000 seat ice arena, team rooms, 
  7.48  training and testing facilities, 
  7.49  storage, and offices. 
  7.50     Sec. 4.  [BOND SALE.] 
  7.51     To provide the money appropriated in sections 2 and 3 from 
  7.52  the bond proceeds fund, the commissioner of finance, on request 
  7.53  of the governor, shall sell and issue bonds of the state in an 
  7.54  amount up to $322,300,000 in the manner, on the terms, and with 
  8.1   the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  8.2   16A.675, and by the Minnesota Constitution, article XI, sections 
  8.3   4 to 7. 
  8.4      Sec. 5.  [EFFECTIVE DATE.] 
  8.5      Sections 1 to 4 are effective the day following final 
  8.6   enactment.
