  1.1                          A bill for an act 
  1.2             relating to education; requiring a technology plan for 
  1.3             school districts; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [TECHNOLOGY PLAN.] 
  1.6      Subdivision 1.  [DEPARTMENT RESPONSIBILITY; TECHNOLOGY 
  1.7   PLANNING PROCESS.] The commissioner of the department of 
  1.8   children, families, and learning shall coordinate regional 
  1.9   meetings of school districts for collaborative technology 
  1.10  planning for school districts in the geographic region.  The 
  1.11  meetings must include, as appropriate, representatives of 
  1.12  interested and involved organizations including, but not limited 
  1.13  to, representatives of school districts, service cooperatives, 
  1.14  TIES, education districts, higher education institutions, public 
  1.15  libraries, and other government agencies.  The department must 
  1.16  provide technical assistance to school districts to develop a 
  1.17  technology report based in part on the regional meetings and a 
  1.18  district technology plan under subdivision 2.  The plan must 
  1.19  address the district's needs for computer and telecommunication 
  1.20  hardware, networking capabilities, technology staffing needs, 
  1.21  and collaboration with other school districts and public 
  1.22  agencies.  The commissioner shall examine the school district 
  1.23  technology plans for completeness.  The commissioner shall 
  1.24  consider a school district's technology plan in making 
  2.1   technology-related funding decisions, including grant awards 
  2.2   under Minnesota Statutes, section 124C.74. 
  2.3      Subd. 2.  [DISTRICT TECHNOLOGY PLAN.] A school district 
  2.4   must report to the commissioner by March 15, 1997, with a 
  2.5   technology plan that describes the district's technology 
  2.6   infrastructure and its staff capacity to use technology in 
  2.7   support of learning.  At a minimum, the technology plan must 
  2.8   include the following: 
  2.9      (1) an inventory of the district's computer and 
  2.10  telecommunication hardware with a description of current and 
  2.11  projected needs; 
  2.12     (2) the status of the district's computer networking 
  2.13  capabilities with description of any additional intradistrict, 
  2.14  intraschool, interdistrict, and other networking needs; 
  2.15     (3) the number of district staff with principle 
  2.16  responsibility for technology with an assessment of the teaching 
  2.17  staff's level of computer competency and an assessment of the 
  2.18  current and future needs for staff development and computer 
  2.19  training and the need for specialized computer support 
  2.20  personnel; 
  2.21     (4) any ongoing technology collaboration with other school 
  2.22  districts and organizations with a description of opportunities 
  2.23  for future technology collaboration with districts and other 
  2.24  public organizations; and 
  2.25     (5) the allocation of current and future resources to meet 
  2.26  the technology needs of the district. 
  2.27     The technology report and plan should consider the 
  2.28  district's technology priorities, the age-appropriate needs of 
  2.29  students for access to technology and electronic networks, the 
  2.30  potential for increased efficiency through regional 
  2.31  collaboration, the opportunity to provide enhanced or additional 
  2.32  learning opportunities through technology, and the 
  2.33  administrative needs for technology. 
  2.34     Sec. 2.  [APPROPRIATION.] 
  2.35     $....... is appropriated in fiscal year 1997 from the 
  2.36  general fund to the commissioner of the department of children, 
  3.1   families, and learning for regional technology planning meetings 
  3.2   and technical assistance to districts for developing technology 
  3.3   plans under section 1.
