A bill for an act
relating to health; modifying reporting requirements by the commissioner of health
using data from the trauma registry; appropriating money to consolidate data on
the transfer and care of trauma patients; amending Minnesota Statutes 2022, section
144.6071, subdivision 7.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2022, section 144.6071, subdivision 7, is amended to read:


Subd. 7.

Report requirements.

The commissioner shall use the registry to annually
publish a report that includes comparative demographic and risk-adjusted epidemiological
data on designated trauma hospitalsnew text begin and summary and demographic data related to the
transportation and care of trauma patients, identifies gaps in care provided to trauma patients
in prehospital settings, and identifies process improvements to address these gaps in care

Any analyses or reports that identify providers may only be published after the provider
has been provided the opportunity by the commissioner to review the underlying data and
submit comments. The provider shall have 21 days to review the data for accuracy.

Sec. 2. new text begin APPROPRIATION; DATA ON TRANSPORTATION AND CARE OF
TRAUMA PATIENTS.

new text begin $150,000 in fiscal year 2024 and $150,000 in fiscal year 2025 are appropriated from the
general fund to the commissioner of health for activities of the statewide trauma program
to consolidate data held by the Emergency Medical Services Regulatory Board with data
held by the commissioner regarding the transportation and care of trauma patients, to identify
gaps in care provided to trauma patients in prehospital settings, and to identify process
improvements to address these gaps in care. This is a onetime appropriation.
