  1.1                          A bill for an act 
  1.2             relating to libraries; establishing a process for 
  1.3             selecting and implementing a statewide online 
  1.4             information system; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [STATEWIDE ONLINE INFORMATION SYSTEM.] 
  1.7      Subdivision 1.  [SELECTION PROCESS.] The higher education 
  1.8   services office shall manage and coordinate a process to select 
  1.9   and implement a statewide online information system for 
  1.10  libraries with the review and approval of the library planning 
  1.11  task force.  The higher education services office shall 
  1.12  coordinate with the Minnesota education telecommunications 
  1.13  council, the government information access council, the MINITEX 
  1.14  advisory committee, the advisory council of the office of 
  1.15  library development and services in the department of children, 
  1.16  families, and learning, and the information policy office in the 
  1.17  department of administration. 
  1.18     Subd. 2.  [REQUEST FOR PROPOSAL.] The higher education 
  1.19  services office shall develop a request for proposal to select a 
  1.20  vendor for development of the statewide online information 
  1.21  system.  
  1.22     Subd. 3.  [CRITERIA.] The statewide online information 
  1.23  system must meet the following criteria: 
  1.24     (1) be open to all University of Minnesota, Minnesota state 
  1.25  colleges and universities, state government, public, school, and 
  2.1   private college libraries; 
  2.2      (2) have a formal governing structure that includes the 
  2.3   University of Minnesota, Minnesota state colleges and 
  2.4   universities, and representatives of participating state 
  2.5   government, public, school, private college, and other 
  2.6   libraries; 
  2.7      (3) include the bibliographic catalogs, circulation, 
  2.8   serials, interlibrary loan, and acquisition systems for 
  2.9   participating libraries, and have the capability for cooperative 
  2.10  collections management; 
  2.11     (4) provide the people of Minnesota with direct access to 
  2.12  library catalogs and information resources; 
  2.13     (5) allow libraries to retain local options for 
  2.14  circulations policies and practices; and 
  2.15     (6) have a plan for evaluation of costs, access, and 
  2.16  outcomes. 
  2.17     Sec. 2.  [APPROPRIATION.] 
  2.18     $....... is appropriated from the general fund to the 
  2.19  higher education services office in fiscal year 1997 for 
  2.20  planning and development of the statewide online library 
  2.21  information system.  Funds not expended shall not cancel but 
  2.22  shall carry over to the 1998-1999 biennium.  Except for initial 
  2.23  planning money, all money must be used for costs of purchasing 
  2.24  central system hardware and software, the conversion of 
  2.25  machine-readable records meeting MINITEX and office of library 
  2.26  development and services standards, and initial training.  Money 
  2.27  may not be used for indirect or operating funds. 
  2.28     Sec. 3.  [EFFECTIVE DATE.] 
  2.29     Section 1 is effective the day after final enactment.
