A bill for an act
relating to public safety; appropriating money for law enforcement mental health
treatment grants.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; LAW ENFORCEMENT MENTAL HEALTH
TREATMENT GRANTS.

new text begin $12,500,000 in fiscal year 2024 and $12,500,000 in fiscal year 2025 are appropriated
from the general fund to the commissioner of public safety for a grant program to fund
mental health treatment services for current and former law enforcement officers, correctional
officers, and 911 telecommunicators who have employment-related mental health conditions.
Eligible applicants include nonprofit organizations or other licensed entities that provide
mental health or substance use disorder treatment services and supports or that specialize
in facilitating these services for current and former law enforcement officers, correctional
officers, and 911 telecommunicators. The commissioner shall ensure that grants are
distributed to grantees in both rural and urban counties, and shall require grantees to use all
available third-party reimbursement sources as a condition of receiving grant funds. The
commissioner may collaborate and consult with the commissioner of human services as
necessary when evaluating grant applications and awarding grants under this section. This
is a onetime appropriation.
