  1.1                          A bill for an act 
  1.2             relating to motor vehicles; ensuring equal access to 
  1.3             information about long-term lessees of passenger 
  1.4             vehicles; amending Minnesota Statutes 1994, section 
  1.5             168.345, subdivision 2. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 168.345, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [LESSEES; INFORMATION.] (a) The registrar may not 
  1.10  furnish information concerning registered owners of passenger 
  1.11  automobiles who are lessees under a lease for a term of 180 days 
  1.12  or more to any person except the personnel of law enforcement 
  1.13  agencies and federal, state, and local governmental units, and, 
  1.14  at the registrar's discretion except as provided in paragraph 
  1.15  (b), to persons who use the information to notify lessees of 
  1.16  automobile recalls.  
  1.17     (b) However, if information described in paragraph (a) is 
  1.18  furnished to a person to notify lessees of automobile recalls 
  1.19  and if that person resells the information to others, then the 
  1.20  registrar shall also furnish the information under the same 
  1.21  terms to other, competing information resellers. 
  1.22     (c) The registrar may release information about lessees in 
  1.23  the form of summary data, as defined in section 13.02, to 
  1.24  persons who use the information in conducting statistical 
  1.25  analysis and market research.
