relating to human services; establishing a working group on labor trafficking and
exploitation; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin WORKING GROUP ON LABOR TRAFFICKING AND EXPLOITATION.

new text begin No later than September 1, 2022, the commissioner of
human services shall convene a multidisciplinary working group to study and make
recommendations to the legislature in response to labor trafficking and exploitation involving
adults and juveniles in Minnesota.

new text begin Membership. new text end

new text begin (a) The commissioner shall invite the following individuals and
organizations to participate in the working group:

new text begin (1) survivors of labor trafficking and exploitation as well as representatives from Safe
Harbor service providers;
new text end

new text begin (2) the commissioner of labor and industry or a designee;
new text end

new text begin (3) the commissioner of public safety, or a designee, and representatives from the Bureau
of Criminal Apprehension and Office of Justice Programs;
new text end

new text begin (4) the commissioner of commerce or a designee;
new text end

new text begin (5) the commissioner of employment and economic development or a designee;
new text end

new text begin (6) the commissioner of human rights or a designee;
new text end

new text begin (7) the commissioner of transportation or a designee;
new text end

new text begin (8) the Office of the Attorney General;
new text end

new text begin (9) the Minnesota judicial branch;
new text end

new text begin (10) Tribal governments;
new text end

new text begin (11) the Minnesota County Attorneys Association;
new text end

new text begin (12) the Board of Public Defense;

new text begin (b) The commissioner shall ensure that the working group is inclusive of underrepresented
voices and that at least one survivor of labor trafficking and exploitation is in a leadership
role.

new text begin (c) The commissioner shall convene the first meeting of the working group. At its first
meeting, the members of the working group shall appoint a chairperson.

new text begin Reimbursement for expenses. new text end

new text begin Survivors of labor trafficking and exploitation
participating in the working group may receive reimbursement for expenses as specified in
Minnesota Statutes, section 15.059, subdivision 6.

new text begin Duties. new text end

new text begin The working group must review, assess, and make specific
recommendations to expand and strengthen the statewide response to labor trafficking and
exploitation involving adults and juveniles. The recommendations must include policy,
procedure, legislation, programming, and training in the following areas:

new text begin (1) increasing prevention and intervention services for victims and survivors of labor
trafficking and exploitation;
new text end

new text begin (2) funding required to expand laws and services in a comprehensive manner to address
the needs of victims and survivors of labor trafficking and exploitation;
new text end

new text begin (3) coordinating the design, implementation, monitoring, and evaluation of data collection
and reporting to understand the extent of labor trafficking and exploitation; and
new text end

new text begin (4) disseminating the findings of the working group after its report is submitted to the
legislature.

new text begin Administrative support. new text end

new text begin The Department of Human Services shall provide
administrative support to the working group.

new text begin Report to the legislature. new text end

new text begin The commissioner shall file a report detailing the
working group's findings and recommendations with the chairs and ranking minority members
of the house of representatives and senate committees having policy and finance jurisdiction
over public safety, judiciary, health and human services, labor and industry, commerce,
jobs, and transportation by January 15, 2023.

new text begin The working group on labor trafficking and exploitation expires
the day following submission of the report required under subdivision 6.

new text begin This section is effective the day following final enactment.

Sec. 2. new text begin APPROPRIATION; WORKING GROUP ON LABOR TRAFFICKING AND
EXPLOITATION.

new text begin $....... in fiscal year 2023 is appropriated from the general fund to the commissioner of
human services to convene and provide administrative support to the working group on
labor trafficking and exploitation and to prepare the report required of the working group.
This is a onetime appropriation.
