  1.1                          A bill for an act
  1.2             relating to local government; allowing an officer of a 
  1.3             local governmental unit to contract with the unit in 
  1.4             certain circumstances; amending Minnesota Statutes 
  1.5             1996, section 471.88, subdivision 12. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 471.88, 
  1.8   subdivision 12, is amended to read: 
  1.9      Subd. 12.  [POPULATION OF 1,000 OR LESS.] An officer of a 
  1.10  government unit may contract with the unit to provide 
  1.11  construction materials or services, or both, by when the sealed 
  1.12  bid process if is used and the unit has a population of 1,000 or 
  1.13  less according to the last federal census.  The officer may not 
  1.14  vote on the question of the contract when it comes before the 
  1.15  governing body for consideration. 
  1.16     Sec. 2.  [EFFECTIVE DATE.] 
  1.17     Section 1 is effective the day following final enactment.
