  1.1                          A bill for an act 
  1.2             relating to transportation; establishing town road 
  1.3             sign replacement program; appropriating money; 
  1.4             proposing coding for new law in Minnesota Statutes, 
  1.5             chapter 164. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [164.37] [TOWN ROAD SIGN REPLACEMENT PROGRAM.] 
  1.8      Subdivision 1.  [REQUIREMENTS.] A town road sign 
  1.9   replacement program is created to be administered through the 
  1.10  Department of Transportation.  The program is responsible for 
  1.11  the following activities: 
  1.12     (1) inventorying all county and town road signs; 
  1.13     (2) evaluating all town road signs for compliance with all 
  1.14  applicable sign standards; 
  1.15     (3) removing and replacing town road signs as determined 
  1.16  necessary by the commissioner; and 
  1.17     (4) establishing an ongoing maintenance plan for the signs. 
  1.18     Subd. 2.  [STANDARDS.] Signs must be removed, replaced, or 
  1.19  installed as determined necessary by the commissioner in 
  1.20  accordance with all applicable federal, state, and local safety 
  1.21  standards, including the Manual on Uniform Traffic Control 
  1.22  Devices adopted by the Minnesota Department of Transportation, 
  1.23  including standards for retroreflectivity. 
  1.24     Subd. 3.  [LOCAL GOVERNMENT PARTICIPATION.] The 
  1.25  commissioner may condition participation in the town road sign 
  2.1   replacement program on the involvement of county engineers, 
  2.2   local responsibility for the establishment and maintenance of 
  2.3   the database required in subdivision 1, paragraph, (b), and such 
  2.4   other conditions as determined necessary by the commissioner. 
  2.5      Sec. 2.  [APPROPRIATION.] 
  2.6      $6,000,000 is appropriated from the general fund in each of 
  2.7   the next four fiscal years starting July 1, 2004, and ending 
  2.8   June 30, 2008, to the commissioner of transportation to 
  2.9   administer, including purchasing and installing new signs, the 
  2.10  program established in section 164.37.  The appropriation may be 
  2.11  used to satisfy any local matching requirement for the receipt 
  2.12  of federal funds.  The commissioner may use the initial 
  2.13  appropriation to establish a pilot program in consultation with 
  2.14  the Minnesota Association of Townships.  Designated funds not 
  2.15  allocated by July 1, 2008, cancel and revert to the general fund.
