  1.1                          A bill for an act 
  1.2             relating to metropolitan government; authorizing state 
  1.3             funding for acquisition and betterment of regional 
  1.4             recreation open space lands by the metropolitan 
  1.5             council and metropolitan area local government units; 
  1.6             authorizing the issuance of state bonds; appropriating 
  1.7             money. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [METROPOLITAN AREA RECREATION OPEN SPACE; 
  1.10  APPROPRIATION.] 
  1.11     $9,825,000 is appropriated from the bond proceeds fund to 
  1.12  the commissioner of natural resources for payment to the 
  1.13  metropolitan council established under Minnesota Statutes, 
  1.14  section 473.123.  The commissioner shall pay the amount on a 
  1.15  reimbursement basis to the metropolitan council upon receipt of 
  1.16  a certified copy of a council resolution requesting payment.  
  1.17  The appropriation must be used to pay the cost of acquisition 
  1.18  and betterment by the metropolitan council and local government 
  1.19  units of regional recreation open space lands in accordance with 
  1.20  the council's policy plan as provided in Minnesota Statutes, 
  1.21  section 473.315.  $840,000 of this appropriation may be used by 
  1.22  the metropolitan council to reimburse Washington county for 
  1.23  acquiring St. Croix Bluffs regional park in 1997.  This 
  1.24  appropriation must not be used for research, planning, 
  1.25  administration, or tax equivalency payments. 
  1.26     Sec. 2.  [BOND SALE; DEBT SERVICE.] 
  2.1      To provide the money appropriated in this act from the bond 
  2.2   proceeds fund, the commissioner of finance, on request of the 
  2.3   governor, shall sell and issue bonds of the state in the amount 
  2.4   of $9,825,000 in the manner, upon the terms, and with the effect 
  2.5   prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  2.6   and by the Minnesota Constitution, article XI, sections 4 to 7. 
  2.7      Sec. 3.  [APPLICATION.] 
  2.8      Section 1 applies in the counties of Anoka, Carver, Dakota, 
  2.9   Hennepin, Ramsey, Scott, and Washington.
