  1.1                          A bill for an act 
  1.2             relating to higher education; capital improvements; 
  1.3             appropriating money to the University of Minnesota. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      $500,000 is appropriated from the bond proceeds fund to the 
  1.7   board of regents of the University of Minnesota for a rapid 
  1.8   prototype machine for the natural resources research institute 
  1.9   at the University of Minnesota, Duluth.  This device will be 
  1.10  used by the institute to expand airplane manufacture, the 
  1.11  medical devices industry, and small business development in 
  1.12  Minnesota. 
  1.13     This appropriation is contingent upon a 60 percent match of 
  1.14  federal funds for the project. 
  1.15     Sec. 2.  [BOND SALE.] 
  1.16     To provide the money appropriated in section 1 from the 
  1.17  bond proceeds fund, the commissioner of finance, on request of 
  1.18  the governor, shall sell and issue bonds of the state in an 
  1.19  amount up to $500,000 in the manner, upon the terms, and with 
  1.20  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.21  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.22  4 to 7. 
  1.23     Sec. 3.  [EFFECTIVE DATE.] 
  1.24     This act is effective the day following final enactment.
