A bill for an act
relating to natural resources; providing funding for off-highway motorcycle trail
ambassador program; appropriating money; amending Minnesota Statutes 2022,
section 84.788, subdivision 6.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2022, section 84.788, subdivision 6, is amended to read:


Subd. 6.

Registration fees.

(a) The fee for registration of an off-highway motorcycle
under this section, other than those registered by a dealer or manufacturer under paragraph
(b) or (c), is deleted text begin $30deleted text end new text begin $45new text end for three years and $4 for a duplicate or transfer.

(b) The total registration fee for off-highway motorcycles owned by a dealer and operated
for demonstration or testing purposes is $50 per year. Dealer registrations are not transferable.

(c) The total registration fee for off-highway motorcycles owned by a manufacturer and
operated for research, testing, experimentation, or demonstration purposes is $150 per year.
Manufacturer registrations are not transferable.

(d) The fees collected under this subdivision must be deposited in the state treasury and
credited to the off-highway motorcycle account.

Sec. 2. new text begin APPROPRIATION; TRAIL AMBASSADOR PROGRAM.

new text begin (a) $20,000 in fiscal year 2024 and $20,000 in fiscal year 2025 are appropriated from
the off-highway motorcycle account in the natural resources fund to the commissioner of
natural resources for grants to qualifying off-highway motorcycle organizations to assist in
providing safety and environmental education and monitoring trails on public lands according
to Minnesota Statutes, section 84.9011. Grants awarded under this section must be issued
through a formal agreement with the organization.

new text begin (b) By December 15 each year, an organization receiving a grant under this section must
report to the commissioner with details on how the money was expended and what outcomes
were achieved.

new text begin (c) Any unencumbered balance in the first year does not cancel and is available in the
second year.
