  1.1                          A bill for an act 
  1.2             relating to state buildings; requiring the operating 
  1.3             budget to include money for maintenance of state 
  1.4             buildings; amending Minnesota Statutes 1996, section 
  1.5             16A.11, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 16A.11, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 6.  [BUILDING MAINTENANCE.] The detailed operating 
  1.10  budget must include amounts necessary to maintain state 
  1.11  buildings.  The commissioner of finance, in consultation with 
  1.12  the commissioner of administration, the board of trustees of the 
  1.13  Minnesota state colleges and universities, and the regents of 
  1.14  the University of Minnesota, shall establish budget guidelines 
  1.15  for building maintenance appropriations.  Unless otherwise 
  1.16  provided by the commissioner of finance, the amount to be 
  1.17  budgeted each year for building maintenance is two percent of 
  1.18  the cost of the building, adjusted up or down depending on the 
  1.19  age and condition of the building. 
  1.20     Sec. 2.  [EFFECTIVE DATE.] 
  1.21     This act is effective for the budget for the fiscal year 
  1.22  beginning July 1, 1999, and thereafter.
