  1.1                          A bill for an act 
  1.2             relating to state employment; ratifying certain labor 
  1.3             agreements; ratifying certain plans and proposals. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [RATIFICATIONS.] 
  1.6      Subdivision 1.  [COUNCIL 6.] The labor agreement between 
  1.7   the state of Minnesota and state bargaining units 2, 3, 4, 6, 7, 
  1.8   and 8 represented by the American federation of state, county, 
  1.9   and municipal employees, council 6, approved by the legislative 
  1.10  coordinating commission subcommittee on employee relations on 
  1.11  August 13, 1997, is ratified. 
  1.12     Subd. 2.  [PROFESSIONAL EMPLOYEES.] The labor agreement 
  1.13  between the state of Minnesota and the Minnesota association of 
  1.14  professional employees, approved by the legislative coordinating 
  1.15  commission subcommittee on employee relations on September 26, 
  1.16  1997, is ratified. 
  1.17     Subd. 3.  [SUPERVISORS.] The labor agreement between the 
  1.18  state of Minnesota and the middle management association, 
  1.19  approved by the legislative coordinating commission subcommittee 
  1.20  on employee relations on September 26, 1997, is ratified. 
  1.21     Subd. 4.  [ENGINEERS.] The labor agreement between the 
  1.22  state of Minnesota and the Minnesota government engineers 
  1.23  council, approved by the legislative coordinating commission 
  1.24  subcommittee on employee relations on September 26, 1997, is 
  2.1   ratified. 
  2.2      Subd. 5.  [COMMUNITY COLLEGE FACULTY.] The labor agreement 
  2.3   between the state of Minnesota and the Minnesota community 
  2.4   college faculty association, approved by the legislative 
  2.5   coordinating commission subcommittee on employee relations on 
  2.6   December 19, 1997, is ratified. 
  2.7      Subd. 6.  [SPECIAL TEACHERS.] The labor agreement between 
  2.8   the state of Minnesota and the state residential schools 
  2.9   education association, approved by the legislative coordinating 
  2.10  commission subcommittee on employee relations on December 19, 
  2.11  1997, is ratified. 
  2.12     Subd. 7.  [LAW ENFORCEMENT.] The labor agreement between 
  2.13  the state of Minnesota and the Minnesota law enforcement 
  2.14  association, approved by the legislative coordinating commission 
  2.15  subcommittee on employee relations on December 19, 1997, is 
  2.16  ratified. 
  2.17     Subd. 8.  [SALARIES FOR CERTAIN HEADS OF STATE 
  2.18  AGENCIES.] The proposal by the governor to increase the salaries 
  2.19  of certain heads of state agencies, approved by the legislative 
  2.20  coordinating commission subcommittee on employee relations on 
  2.21  September 26, 1997, is ratified. 
  2.22     Subd. 9.  [COMMISSIONER'S PLAN.] The commissioner's plan 
  2.23  for unrepresented employees, approved by the legislative 
  2.24  coordinating commission subcommittee on employee relations on 
  2.25  December 19, 1997, is ratified. 
  2.26     Subd. 10.  [UNREPRESENTED, UNCLASSIFIED EMPLOYEES; HIGHER 
  2.27  EDUCATION SERVICES OFFICE.] The amendment to the plan for 
  2.28  unrepresented, unclassified employees of the higher education 
  2.29  services office, approved by the legislative coordinating 
  2.30  commission subcommittee on employee relations on December 19, 
  2.31  1997, is ratified. 
  2.32     Sec. 2.  [EFFECTIVE DATE.] 
  2.33     Section 1 is effective the day following final enactment.
