  1.1                          A bill for an act 
  1.2             relating to state government; requiring the 
  1.3             commissioner of administration to rent out space in 
  1.4             the state-owned building at 168 Aurora Avenue in St. 
  1.5             Paul. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [BUILDING RENTAL.] 
  1.8      By July 1, 2004, the commissioner of administration must 
  1.9   issue a request for proposal seeking a person or entity to lease 
  1.10  the state-owned building at 168 Aurora Avenue in the city of St. 
  1.11  Paul.  The request for proposal and the resulting lease must 
  1.12  specify that: 
  1.13     (1) the tenant will use the building to operate a day care 
  1.14  and after-school activity center; 
  1.15     (2) the tenant will make and pay for any improvements 
  1.16  needed to allow the building to be used as a day care and 
  1.17  after-school activity center; and 
  1.18     (3) the state may terminate the lease as required by law, 
  1.19  or within 60 days after passage of a new law requiring the state 
  1.20  to terminate the lease. 
  1.21     The commissioner of administration must enter into a lease 
  1.22  with a person or entity responding to the request for proposal 
  1.23  who demonstrates willingness and ability to meet the conditions 
  1.24  in clauses (1) to (3).  The lease may specify terms under which 
  1.25  the state will reimburse the tenant for a portion of the 
  2.1   improvements the tenant makes to the property at the conclusion 
  2.2   of the lease. 
  2.3      Sec. 2.  [EFFECTIVE DATE.] 
  2.4      Section 1 is effective the day following final enactment.
