A bill for an act
relating to workforce development; providing funding for Somali
youth programming to develop leadership, workforce skills, and youth
entrepreneurship; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin WEST BANK ATHLETIC CLUB SOMALI YOUTH PROGRAM
GRANT; APPROPRIATION.

new text begin (a) $....... in fiscal year 2017 is appropriated from the general fund to the
commissioner of employment and economic development for a grant to the West Bank
Athletic Club to provide programming to Somali youth.

new text begin (b) Funds available under this section may be used to promote healthy youth
development, leadership skills, and self-empowerment through:
new text end

new text begin (1) career exploration, job skills development, and training;
new text end

new text begin (2) fostering youth entrepreneurship, community leadership, and business leadership
skills;
new text end

new text begin (3) community service and civic and community engagement opportunities provided
in a safe and healthy environment that is free of drugs, violence, and exposure to radical
ideologies, and that is provided in partnership with law enforcement and other community
organizations;

new text begin (4) mentoring and tutoring for academics, financial literacy, and job readiness skills;
new text end

new text begin (5) intensive team building and leadership development skill building through
athletic programming after school and during school breaks and holidays;
new text end

new text begin (6) prevention of adolescent gang involvement and self-destructive behavior through:

new text begin (1) radicalization awareness;
new text end

new text begin (2) positive interaction with community law enforcement personnel; and
new text end

new text begin (3) development of problem solving skills and conflict resolution within the spiritual
framework of the community and cultural values.

new text begin (c) Activities and services supported with funds available under this section may
be provided in collaboration with other organizations, including, but not limited to:
law enforcement, state and local public agencies, interfaith organizations, nonprofit
organizations, and East African community organizations and stakeholders.
