A bill for an act
relating to capital investment; appropriating money for Phase 2 of improvements
to facilities for the Minnesota sex offender program on the lower campus of St.
Peter Regional Treatment Center; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $16,196,000 is appropriated from the bond proceeds
fund to the commissioner of administration to complete design, renovate, furnish, and equip
the second phase of a multiphase project to develop additional residential, program, activity,
and ancillary facilities for the Minnesota sex offender program on the lower campus of the
St. Peter Regional Treatment Center. This appropriation includes funds to complete design,
renovate, furnish, and equip: the north wing of Green Acres; the west, south, and north
wings of Sunrise; and the Tomlinson Building. This appropriation also includes funds to:
replace or renovate HVAC, plumbing, electrical, security, and life safety systems; address
fire and life safety, and other building code deficiencies; replace windows and doors;
tuck-point exterior building envelopes; reconfigure and remodel space; design and abate
asbestos and other hazardous materials; remove or demolish nonfunctioning building
components; and complete site work necessary to support the programmed use of these
three buildings.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $16,196,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
