A bill for an act
relating to higher education; requiring a study of the implementation of Title IX
in Minnesota public, postsecondary education; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; OFFICE OF HIGHER EDUCATION STUDY
OF TITLE IX.

new text begin $20,000 is appropriated from the general fund in fiscal year 2014 to the Office of
Higher Education for a study of the implementation of the collegiate athletic requirements
of Title IX in Minnesota's public postsecondary education systems. The study must
analyze the extent to which Title IX with respect to collegiate athletics is achieving the
original goals enacted in Title IX of the federal education amendments of 1972 to prevent
the following:

new text begin (1) the exclusion of any person from participating in collegiate athletics on the
basis of gender;

new text begin (2) the denial of benefits on the basis of gender under any education program or
activity receiving federal financial assistance; and

new text begin (3) gender-based discrimination under any education program or activity receiving
federal financial assistance.

new text begin In addition, the study must evaluate the impact of Title IX requirements on the
Minnesota State Colleges and Universities and the University of Minnesota and the
students attending public postsecondary institutions in Minnesota. The Office of Higher
Education must report on the findings of the Title IX study to the committees of the
legislature with responsibility for higher education policy and finance by March 15, 2014.
This is a onetime appropriation.
