  1.1                          A bill for an act
  1.2             relating to Metropolitan Airports Commission; 
  1.3             restricting further construction at the 
  1.4             Minneapolis-St. Paul International Airport until 
  1.5             certain conditions are met. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [AIRPORT RUNWAY CONSTRUCTION.] 
  1.8      Notwithstanding any permissions or approvals to the 
  1.9   contrary, no further construction of the north/south runway at 
  1.10  the Minneapolis-St. Paul International Airport (Wold-Chamberlain 
  1.11  Field) shall proceed until the Metropolitan Airports Commission 
  1.12  has approved full noise mitigation for all buildings within the 
  1.13  60 DNL exposure contour as shown on the Metropolitan Airports 
  1.14  Commission's draft of the 2007 noise exposure map as of February 
  1.15  4, 2004. 
  1.16     Sec. 2.  [EFFECTIVE DATE.] 
  1.17     Section 1 is effective the day following final enactment.
