  1.1                          A bill for an act 
  1.2             relating to health; appropriating money for sexually 
  1.3             transmitted disease prevention initiatives. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATIONS.] 
  1.6      Subdivision 1.  [SEXUALLY TRANSMITTED DISEASE EDUCATION AND 
  1.7   PREVENTION PLANNING.] $150,000 is appropriated from the general 
  1.8   fund to the commissioner of health to do the following, in 
  1.9   consultation with the HIV/STD prevention task force and the 
  1.10  commissioner of children, families, and learning: 
  1.11     (1) conduct a statewide assessment of need and capacity to 
  1.12  prevent and treat sexually transmitted diseases; and 
  1.13     (2) prepare a comprehensive plan for how to prevent and 
  1.14  treat sexually transmitted diseases, including strategies for 
  1.15  reducing infection and for increasing access to treatment. 
  1.16     The appropriation shall not become part of the base for the 
  1.17  2000-2001 biennial budget. 
  1.18     Subd. 2.  [TARGETED RESEARCH.] $250,000 is appropriated 
  1.19  from the general fund to the commissioner of health to conduct 
  1.20  research on the prevalence of sexually transmitted diseases 
  1.21  among populations at highest risk for infection.  The research 
  1.22  may be done in collaboration with the University of Minnesota 
  1.23  and nonprofit community health clinics.  The appropriation shall 
  1.24  not become part of the base for the 2000-2001 biennial budget. 
  2.1      Subd. 3.  [SCREENING ACCESS.] $125,000 is appropriated from 
  2.2   the general fund to the commissioner of health to conduct 
  2.3   laboratory screenings for sexually transmitted diseases and to 
  2.4   overcome barriers to diagnostic screening and treatment 
  2.5   services, particularly in populations at highest risk for 
  2.6   acquiring a sexually transmitted disease. 
  2.7      Subd. 4.  [PUBLIC AWARENESS AND EDUCATION 
  2.8   CAMPAIGN.] $250,000 is appropriated from the general fund to the 
  2.9   commissioner of health to conduct a statewide public awareness 
  2.10  and education campaign and to operate a hotline for questions 
  2.11  regarding sexually transmitted diseases.  The public awareness 
  2.12  and education campaign shall be conducted in cooperation with 
  2.13  boards of health as defined in Minnesota Statutes, section 
  2.14  145A.02, subdivision 2, nonprofit corporations, and schools.  
  2.15  The campaign shall target broad audiences and specific 
  2.16  populations at highest risk for acquiring a sexually transmitted 
  2.17  disease.  The appropriation shall not become part of the base 
  2.18  for the 2000-2001 biennial budget. 
  2.19     Subd. 5.  [DEMONSTRATION PROJECTS.] $100,000 is 
  2.20  appropriated from the general fund to the commissioner of health 
  2.21  to provide grants to boards of health as defined in Minnesota 
  2.22  Statutes, section 145A.02, subdivision 2, or to nonprofit 
  2.23  corporations to develop and demonstrate innovative strategies 
  2.24  for prevention education and early intervention for populations 
  2.25  at highest risk for acquiring a sexually transmitted disease.  
  2.26  The appropriation shall not become part of the base for the 
  2.27  2000-2001 biennial budget.
