  1.1                          A bill for an act 
  1.2             relating to human services; implementing a hiring and 
  1.3             layoff freeze at Willmar and Fergus Falls regional 
  1.4             treatment centers. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [HIRING AND LAYOFF FREEZE.] 
  1.7      (a) The commissioner of human services shall implement a 
  1.8   hiring freeze for all full-time equivalent positions at Willmar 
  1.9   and Fergus Falls regional treatment centers for the biennium 
  1.10  ending June 30, 2003. 
  1.11     (b) The commissioner shall implement a moratorium on 
  1.12  layoffs retroactive to January 1, 2002.  The prohibition on 
  1.13  layoffs does not apply to employees terminated for documented 
  1.14  unsatisfactory performance or misconduct. 
  1.15     [EFFECTIVE DATE.] This section is effective the day 
  1.16  following final enactment.
