A bill for an act
relating to human services; establishing grants to day services providers who lost
revenue due to weather-related closures; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $2,000,000 in fiscal year 2021 is appropriated from the general fund to the commissioner
of human services for noncompetitive grants to day services providers who were licensed
and operating under Minnesota Statutes, chapter 245D, on January 1, 2019, and who closed
for at least one day between January 1, 2019, and December 31, 2020, in order to protect
the safety of program participants and employees due to extreme weather conditions. The
commissioner shall award grants within the available appropriation on a first-come,
first-served basis to any eligible provider who submits a notarized attestation signed by the
provider's chair of the board of directors, executive director, chief executive officer, or other
person designated by the provider's board of directors stating that the provider closed for
at least one day between January 1, 2019, and December 31, 2020, for an eligible reason.
The grant amount for each closed day shall be the provider's total medical assistance revenue
for services with day programs and unit-based services with programming between January
1, 2019, and December 31, 2019, divided by 244 service days.
