  1.2             relating to the environment; transferring the 
  1.3             environmental education advisory board to the office 
  1.4             of environmental assistance; making other changes in 
  1.5             the board; amending Minnesota Statutes 1995 
  1.6             Supplement, section 115A.072, subdivision 1; repealing 
  1.7             Minnesota Statutes 1995 Supplement, section 126A.02, 
  1.8             subdivision 2. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1995 Supplement, section 
  1.11  115A.072, subdivision 1, is amended to read: 
  1.12     Subdivision 1.  [WASTE EDUCATION COALITION.] (a) The 
  1.13  director shall provide for the development and implementation of 
  1.14  a program of general public environmental education on waste 
  1.15  management in cooperation and coordination with the pollution 
  1.16  control agency, department of children, families, and learning, 
  1.17  department of agriculture, environmental quality board, 
  1.18  environmental education board, educational institutions, other 
  1.19  public agencies with responsibility for waste management or 
  1.20  public education, and three other persons who represent private 
  1.21  industry and who have knowledge of or expertise in recycling and 
  1.22  solid waste management issues.  The objectives of the program 
  1.23  are to:  develop increased public awareness of and interest in 
  1.24  environmentally sound waste management methods; encourage better 
  1.25  informed decisions on waste management issues by business, 
  1.26  industry, local governments, and the public; and disseminate 
  1.27  practical information about ways in which households and other 
  2.1   institutions and organizations can improve the management of 
  2.2   waste programs that are designed to meet the goals listed in 
  2.3   section 126A.01. 
  2.4      (b) The director shall appoint an environmental education 
  2.5   advisory task force, to be called the waste education coalition, 
  2.6   of up to 18 members board to advise the director in carrying out 
  2.7   the director's responsibilities under this section and whose 
  2.8   membership represents the agencies and entities listed in this 
  2.9   subdivision.  The board must consist of 20 members as follows: 
  2.10     (1) a representative of the pollution control agency; 
  2.11     (2) a representative of the department of children, 
  2.12  families, and learning; 
  2.13     (3) a representative of the department of agriculture; 
  2.14     (4) a representative of the department of health; 
  2.15     (5) a representative of the department of natural 
  2.16  resources; 
  2.17     (6) a representative of the board of water and soil 
  2.18  resources; 
  2.19     (7) a representative of the environmental quality board; 
  2.20     (8) a representative of the board of teaching; 
  2.21     (9) a representative of the University of Minnesota 
  2.22  extension service; 
  2.23     (10) a citizen member from each congressional district, of 
  2.24  which two must be licensed teachers currently teaching in the 
  2.25  K-12 system; and 
  2.26     (11) three at-large citizen members. 
  2.27  The citizen members are subject to section 15.0575, except that 
  2.28  they shall serve two-year terms.  The task force expires on June 
  2.29  30, 1997 2003. 
  2.30     Sec. 2.  [REPEALER.] 
  2.31     Minnesota Statutes 1995 Supplement, section 126A.02, 
  2.32  subdivision 2, is repealed. 
  2.33     Sec. 3.  [EFFECTIVE DATE.] 
  2.34     Sections 1 and 2 are effective the day following final 
  2.35  enactment.
