  1.1                          A bill for an act 
  1.2             relating to economic development; reducing 
  1.3             appropriations to certain agencies and programs; 
  1.4             transferring funds from the Minnesota minerals 21st 
  1.5             century fund; providing a medical consultant contract 
  1.6             exception; extending an appropriation; amending Laws 
  1.7             2001, First Special Session chapter 4, article 1, 
  1.8             section 4, subdivision 3. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10  Section 1.  [APPROPRIATIONS AND REDUCTIONS.] 
  1.11     The dollar amounts in the columns under "APPROPRIATIONS" 
  1.12  are added to or, if shown in parentheses, subtracted from the 
  1.13  appropriations in Laws 2001, First Special Session chapter 4, or 
  1.14  other law to the specified agencies and are in addition to the 
  1.15  amounts added to or subtracted from the appropriations in Laws 
  1.16  2002, chapter 220.  The appropriations are from the general fund 
  1.17  or other named fund and are available for the fiscal years 
  1.18  indicated for each purpose.  The figure "2002" or "2003" means 
  1.19  that the addition to or subtraction from the appropriations 
  1.20  listed under the figure are for the fiscal year ending June 30, 
  1.21  2002, or June 30, 2003, respectively.

  2.34  in the 2004-2005 biennium. 
  2.35  Sec. 5.  HOUSING FINANCE

  2.37  The $400,000 appropriation to the 
  2.38  manufactured home park redevelopment 
  2.39  program under Laws 2001, First Special 
  2.40  Session chapter 4, article 1, section 
  2.41  5, subdivision 13, is canceled. 
  2.42  Base funding for the housing 
  2.43  rehabilitation and accessibility 
  2.44  program is reduced by $230,000 each 
  2.45  year in the 2004-2005 biennium. 
  2.46  Base funding for the economic 
  2.47  development and housing challenge 
  2.48  program is reduced by $256,000 each 
  2.49  year in the 2004-2005 biennium. 
  2.50     Sec. 6.  [MEDICAL CONSULTANT CONTRACT EXCEPTION.] 
  2.51     The provisions of Laws 2002, chapter 220, article 10, 
  2.52  section 37, do not apply to any contract entered into by the 
  3.1   commissioner of labor and industry for the services of a medical 
  3.2   consultant pursuant to Minnesota Statutes, section 176.103, 
  3.3   subdivision 1. 
  3.4      Sec. 7.  [MINNESOTA MINERALS 21ST CENTURY FUND.] 
  3.5      On or before June 15, 2002, the commissioner of finance 
  3.6   shall transfer $5,088,000 from the Minnesota minerals 21st 
  3.7   century fund established in Minnesota Statutes, section 
  3.8   116J.423, to the general fund.  On or before June 15, 2003, the 
  3.9   commissioner of finance shall transfer $1,607,000 from the 
  3.10  Minnesota minerals 21st century fund established in Minnesota 
  3.11  Statutes, section 116J.423, to the general fund.  On or before 
  3.12  June 15, 2004, and on or before June 15, 2005, the commissioner 
  3.13  of finance shall transfer $804,000 each year from the Minnesota 
  3.14  minerals 21st century fund established in Minnesota Statutes, 
  3.15  section 116J.423, to the general fund. 
  3.16     Sec. 8.  Laws 2001, First Special Session chapter 4, 
  3.17  article 1, section 4, subdivision 3, is amended to read:

  3.25  $11,940,000 in the second year are for 
  3.26  extended employment services for 
  3.27  persons with severe disabilities or 
  3.28  related conditions under Minnesota 
  3.29  Statutes, section 268A.15.  Of this 
  3.30  amount, $7,719,000 the first year and 
  3.31  $7,719,000 the second year are from the 
  3.32  workforce development fund; of which 
  3.33  $400,000 each year is to increase the 
  3.34  reimbursement rates for extended 
  3.35  employment services.  It is the 
  3.36  intention of the legislature that the 
  3.37  funding for extended employment from 
  3.38  the workforce development fund shall be 
  3.39  $6,920,000 each year in the 2004-2005 
  3.40  biennium.  
  3.41  $146,000 the first year is from the 
  3.42  state's TANF block grant under Title I 
  3.43  of Public Law Number 104-193 to the 
  3.44  commissioner of human services, to be 
  3.45  transferred to the commissioner of 
  3.46  economic security for extended 
  3.47  employment services for the 
  3.48  continuation of efforts to provide 
  4.1   extended employment training through 
  4.2   the welfare-to-work extended employment 
  4.3   partnership program to welfare 
  4.4   recipients with severe impairments to 
  4.5   employment as provided for under 
  4.6   Minnesota Statutes, section 268A.15.  
  4.7   Of this appropriation, up to five 
  4.8   percent may be used for administrative 
  4.9   costs.  This is a one-time 
  4.10  appropriation and is not added to the 
  4.11  agency's budget base. 
  4.12  $50,000 the first year and $50,000 the 
  4.13  second year are for grants to fund the 
  4.14  eight centers for independent living.  
  4.15  This appropriation shall be added to 
  4.16  the agency's base level funding for the 
  4.17  2004-2005 biennium. 
  4.18  $500,000 the first year and $500,000 
  4.19  the second year are added to the base 
  4.20  for grants for programs that provide 
  4.21  employment support services to persons 
  4.22  with mental illness under Minnesota 
  4.23  Statutes, sections 268A.13 and 
  4.24  268A.14.  Up to $70,000 each year may 
  4.25  be used for administrative and salary 
  4.26  expenses. 
  4.27  $175,000 the first year is appropriated 
  4.28  from the workforce development fund for 
  4.29  purposes of workplace HIV education.  
  4.30  This is a one-time appropriation and is 
  4.31  available until June 30, 2003. 
  4.32  $25,000 each year from the workforce 
  4.33  development fund is for grants to the 
  4.34  Minnesota employment center for people 
  4.35  who are deaf or hard-of-hearing.  This 
  4.36  appropriation is added to the base 
  4.37  level funding for the 2002-2003 
  4.38  biennium for the Minnesota employment 
  4.39  center for people who are deaf or 
  4.40  hard-of-hearing.  Funds not expended in 
  4.41  the first year are available in the 
  4.42  second. 
  4.43  $150,000 the first year is from the 
  4.44  workforce development fund for the 
  4.45  purpose of the vocational 
  4.46  rehabilitation brain injury pilot 
  4.47  program to be available until June 30, 
  4.48  2003.  This is a one-time appropriation.
