  1.1                          A bill for an act 
  1.2             relating to appropriations; authorizing state bonds; 
  1.3             appropriating money for the University of Minnesota, 
  1.4             Morris campus. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [UNIVERSITY OF MINNESOTA, MORRIS CAMPUS.] 
  1.7      Subdivision 1.  [APPROPRIATION.] $28,200,000 is 
  1.8   appropriated from the bond proceeds fund to construct, furnish, 
  1.9   and equip the first phase of a two-phased project to enlarge and 
  1.10  upgrade facilities to support the science and mathematics 
  1.11  programs and demolish the physical education annex at the 
  1.12  University of Minnesota, Morris.  The initial phase consists of 
  1.13  four components: 
  1.14     (1) an addition to the existing science building; 
  1.15     (2) renovation of the science auditorium/lecture hall; 
  1.16     (3) expansion of the heating plant; and 
  1.17     (4) an addition to the Physical Education Center in 
  1.18  partnership with the Morris community.  Total project costs of 
  1.19  this component may be increased to the extent supplemented by 
  1.20  local government and private funds. 
  1.21     Subd. 2.  [BOND SALE.] To provide the money appropriated by 
  1.22  this section from the bond proceeds fund, the commissioner of 
  1.23  finance, on request of the governor, shall sell and issue bonds 
  1.24  of the state in an amount up to $28,200,000 in the manner, on 
  1.25  the terms, and with the effect prescribed by Minnesota Statutes, 
  2.1   sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  2.2   article XI, sections 4 to 7. 
  2.3      Sec. 2.  [EFFECTIVE DATE.] 
  2.4      Section 1 is effective the day after its final enactment.
