  1.1                          A bill for an act 
  1.2             relating to the city of Minneapolis; expanding the 
  1.3             areas for which special service districts may be 
  1.4             established; amending Laws 1985, chapter 302, section 
  1.5             2, subdivision 1, as amended. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1985, chapter 302, section 2, subdivision 
  1.8   1, as amended by Laws 1993, chapter 375, article 5, section 36, 
  1.9   subdivision 1, and Laws 1995, chapter 264, article 3, section 
  1.10  28, subdivision 1, is amended to read: 
  1.11     Subdivision 1.  [ORDINANCE.] The governing body of the city 
  1.12  may adopt ordinances: 
  1.13     (a) establishing a special service district in the part of 
  1.14  Minneapolis which is south of 28th Street, west of Dupont Avenue 
  1.15  South, north of 31st Street, and east of East Calhoun Parkway 
  1.16  and East Lake of the Isles Parkway; 
  1.17     (b) establishing a special service district south of Sixth 
  1.18  Street southeast, west of Sixteenth Avenue Southeast, north of a 
  1.19  line parallel to and 200 feet south of University Avenue and 
  1.20  east of Twelfth Avenue Southeast; 
  1.21     (c) establishing a special service district that includes 
  1.22  that part of Minneapolis lying within the following described 
  1.23  line:  commencing at the intersection of Grant Street with 
  1.24  LaSalle Avenue, South on LaSalle Avenue to Franklin Avenue south 
  1.25  on Blaisdell Avenue to 29th Street, east on 29th Street to 1st 
  2.1   Avenue South, north on 1st Avenue South to a point on a line 
  2.2   parallel to and 200 feet south of 26th Street, east on that line 
  2.3   to 3rd Avenue South, north on 3rd Avenue South to a point on a 
  2.4   line parallel to and 200 feet north of 26th Street, west on that 
  2.5   line to 1st Avenue South, north on 1st Avenue South to Grant 
  2.6   Street, west on Grant Street to the point of origin; 
  2.7      (d) establishing a special service district south of Saint 
  2.8   Anthony Parkway, west of a line parallel to and 300 feet east of 
  2.9   Central Avenue, north of Broadway Street, and east of a line 
  2.10  parallel to and 300 feet west of Central Avenue; and 
  2.11     (e) establishing a special service district that includes 
  2.12  that portion of Minneapolis lying within the following described 
  2.13  line:  commencing at the intersection of the Mississippi River 
  2.14  and Interstate Highway 94, northwesterly along the Mississippi 
  2.15  River to its intersection with Interstate Highway 35W, 
  2.16  southwesterly on Interstate Highway 35W to its intersection with 
  2.17  Hiawatha Avenue extended (Trunk Highway 55), southeasterly on 
  2.18  Hiawatha Avenue to its intersection with Franklin Avenue, 
  2.19  easterly on Franklin Avenue to its intersection with 20th Avenue 
  2.20  South extended, northerly on 20th Avenue South to its 
  2.21  intersection with Interstate Highway 94, and easterly on 
  2.22  Interstate Highway 94 to the point of origin.; and 
  2.23     (f) establishing a special service district that includes 
  2.24  that portion of Minneapolis lying within the following described 
  2.25  line:  commencing at the intersection of France Avenue South and 
  2.26  Glendale Terrace; south on France Avenue South to 52nd Street 
  2.27  West; west on 52nd Street West to Ewing Avenue South, north on 
  2.28  Ewing Avenue South to 51st Street West; east on 51st Street West 
  2.29  to Upton Avenue South; north on Upton Avenue South to 44th 
  2.30  Street West; east on 44th Street West to Thomas Avenue South; 
  2.31  north on a line which would be a continuation of Thomas Avenue 
  2.32  South to 42nd Street West; west on 42nd Street West to Vincent 
  2.33  Avenue South; south on Vincent Avenue South to 43rd Avenue West; 
  2.34  west on 43rd Street West to Chowen Avenue South; south on Chowen 
  2.35  Avenue South to Drew Avenue South; southwesterly on Drew Avenue 
  2.36  South to Glendale Terrace; and west on Glendale Terrace to the 
  3.1   point of origin. 
  3.2      Only property which is zoned for commercial, business, or 
  3.3   industrial use under a municipal zoning ordinance may be 
  3.4   included in a special service district.  The ordinance shall 
  3.5   describe with particularity the areas to be included in the 
  3.6   district and the special services to be furnished.  The 
  3.7   ordinance may not be adopted until after a public hearing on the 
  3.8   question.  Notice of the hearing shall include: 
  3.9      (1) the time and place of the hearing; 
  3.10     (2) a map showing the boundaries of the proposed district; 
  3.11  and 
  3.12     (3) a statement that all persons owning property in the 
  3.13  proposed district will be given an opportunity to be heard at 
  3.14  the hearing.
