  1.1                          A bill for an act 
  1.2             relating to human services; implementing a hiring and 
  1.3             layoff freeze at the Ah-Gwah-Ching center and 
  1.4             requiring the provision of information on center 
  1.5             programs; establishing a task force on collocation of 
  1.6             services and functions; amending Minnesota Statutes 
  1.7             2000, section 251.013, subdivision 3, by adding a 
  1.8             subdivision. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 2000, section 251.013, 
  1.11  subdivision 3, is amended to read: 
  1.12     Subd. 3.  [GERIATRIC RAPID ASSESSMENT STABILIZATION 
  1.13  PROGRAM.] The Ah-Gwah-Ching center shall provide information on 
  1.14  the geriatric rapid assessment stabilization program (GRASP) or 
  1.15  emergency admittance programs to nursing facilities throughout 
  1.16  the state and shall promote and encourage the use of these 
  1.17  programs by these facilities.  The commissioner shall develop 
  1.18  brochures describing each program, and shall provide copies of 
  1.19  the brochures to each nursing facility in the state. 
  1.20     [EFFECTIVE DATE.] This section is effective the day 
  1.21  following final enactment.  
  1.22     Sec. 2.  Minnesota Statutes 2000, section 251.013, is 
  1.23  amended by adding a subdivision to read: 
  1.24     Subd. 4.  [HIRING AND LAYOFF FREEZE.] The commissioner 
  1.25  shall implement a hiring and layoff freeze, applying to all 
  1.26  staff at the Ah-Gwah-Ching center, for the period retroactive to 
  1.27  January 1, 2002, and extending through June 30, 2003.  The 
  2.1   prohibition on layoffs does not apply to employees terminated 
  2.2   for unsatisfactory performance or misconduct. 
  2.3      [EFFECTIVE DATE.] This section is effective the day 
  2.4   following final enactment.  
  2.5      Sec. 3.  [COLLOCATION OF GOVERNMENT SERVICES AND 
  2.6   FUNCTIONS.] 
  2.7      The commissioner of administration shall convene a task 
  2.8   force to study the feasibility of allowing state and local 
  2.9   government agencies to collocate services and functions at the 
  2.10  Ah-Gwah-Ching center.  The task force must include, but is not 
  2.11  limited to, members of the house of representatives and senate 
  2.12  representing Crow Wing and Cass counties, a representative of 
  2.13  the commissioner of administration, a representative of the 
  2.14  commissioner of human services, a county commissioner from Crow 
  2.15  Wing county and a county commissioner from Cass county.  The 
  2.16  task force shall present recommendations to the legislature by 
  2.17  January 1, 2003, in compliance with Minnesota Statutes, sections 
  2.18  3.195 and 3.197.  The task force is governed by Minnesota 
  2.19  Statutes, section 15.059, subdivision 6. 
  2.20     [EFFECTIVE DATE.] This section is effective the day 
  2.21  following final enactment.
