  1.1                          A bill for an act 
  1.2             relating to metropolitan government; providing for a 
  1.3             nonbinding referendum on the issue of a stadium in the 
  1.4             metropolitan area. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [NONBINDING BALLOT QUESTION; STADIUM ISSUE; 
  1.7   POLICY STATEMENT.] 
  1.8      The legislature finds that the competitive position of 
  1.9   professional sports is an issue of great importance to the 
  1.10  people of the metropolitan area; that it will be very useful to 
  1.11  the legislature's decision on the matter to consult the affected 
  1.12  constituents by a formal vote; that consultation in various 
  1.13  forms is essential to the legislative process; and that it has 
  1.14  constitutional authority to obtain the views of the public by a 
  1.15  nonbinding advisory ballot question; that this bill authorizes 
  1.16  neither a binding referendum which is prohibited by the State 
  1.17  Constitution nor a special law pursuant to Article XII, section 
  1.18  2, or the Minnesota Constitution. 
  1.19     Sec. 2.  [QUESTION ON STADIUM.] 
  1.20     The following question shall be submitted to the vote of 
  1.21  the people of the metropolitan area defined in Minnesota 
  1.22  Statutes, section 473.121, at the regular general election in 
  1.23  November 1996. 
  1.24     "Shall the legislature provide by law for the construction 
  1.25  of a stadium in the metropolitan area to be financed by:  (a) 
  2.1   contributions from the team using the stadium; (b) private 
  2.2   sources; and (c) taxes imposed on hotel and motel lodging and 
  2.3   liquor sales in the metropolitan area and a surcharge on 
  2.4   admissions to the stadium? 
  2.5                                      Yes .......
