A bill for an act
relating to capital investment; appropriating money for the Gateway State Trail;
authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $4,600,000 is appropriated from the bond proceeds
fund to the commissioner of natural resources to better the Gateway State Trail, as follows:

new text begin (1) $2,000,000 is to engineer, construct, and equip the segment of the Gateway State
Trail from William O'Brien State Park to the village center of the city of Scandia on already
acquired right-of-way, including the engineering and construction of a tunnel under
Washington County Road 52 and alterations to Washington County Road 52 to accommodate
the trail;

new text begin (2) $2,250,000 is to engineer, construct, and equip the segment of the Gateway State
Trail from the northern boundary of William O'Brien State Park to a suitable connection
terminus and existing trails within the park; and

new text begin (3) $350,000 is to design and engineer the route for connection of the Gateway State
Trail from its current terminus at Pine Point Regional Park to William O'Brien State Park
and from the Scandia Village Center to the Swedish Immigrant Regional Trail.

new text begin (b) The Gateway State Trail shall be constructed to permit horseback riding as well as
bicycling and pedestrian use.

new text begin (c) The commissioner may allocate money not needed to complete a project listed in
this subdivision to another project listed in this subdivision that needs additional money to
be completed. For any project listed in this subdivision that the commissioner determines
is not ready to proceed, the commissioner may reallocate that project's money to another
project described in this subdivision or other state trail, recreation area, or park infrastructure.
The chairs of the house of representatives and senate committees with jurisdiction over
environment and natural resources finance and legislators from the affected legislative
districts must be notified of any changes.

new text begin (d) The appropriation in this section is subject to the requirements of the natural resources
capital improvement program under Minnesota Statutes, section 86A.12.

new text begin To provide the money appropriated in this section
from the bond proceeds fund, the commissioner of management and budget shall sell and
issue bonds of the state in an amount up to $4,600,000 in the manner, upon the terms, and
with the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
