  1.1                          A bill for an act 
  1.2             relating to utilities; extending program to research, 
  1.3             study, and report on the effects on dairy cattle of 
  1.4             electric current in the ground; appropriating money; 
  1.5             amending Laws 1994, chapter 573, sections 1, 
  1.6             subdivisions 6, and 7; 4; and 5, subdivision 2. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Laws 1994, chapter 573, section 1, subdivision 
  1.9   6, is amended to read: 
  1.10     Subd. 6.  [RESEARCH DEADLINE.] The research conducted under 
  1.11  this section and any recommendations by the science advisors to 
  1.12  the commission must be completed and reported or made by June 
  1.13  30, 1996 1998. 
  1.14     Sec. 2.  Laws 1994, chapter 573, section 1, subdivision 7, 
  1.15  is amended to read: 
  1.16     Subd. 7.  [EXPIRATION.] The team of science advisors 
  1.17  expires June 30, 1996 1998. 
  1.18     Sec. 3.  Laws 1994, chapter 573, section 4, is amended to 
  1.19  read: 
  1.20     Sec. 4.  [ASSESSMENT.] 
  1.21     (a) To provide funding for activities required under this 
  1.22  act, the public utilities commission and the department of 
  1.23  public service shall assess a total of up to $548,000 under 
  1.24  Minnesota Statutes, section 216B.62, against public and 
  1.25  municipal utilities providing electrical service and cooperative 
  1.26  electric associations.  The assessment must be deposited in the 
  2.1   general fund.  The assessment is not subject to the limits 
  2.2   prescribed under Minnesota Statutes, section 216B.62, 
  2.3   subdivision 3. 
  2.4      (b) Each utility or association shall be assessed in 
  2.5   proportion that its gross operating revenues for the sale of 
  2.6   electric service within the state for the last calendar year 
  2.7   bears to the total of those revenues for all public and 
  2.8   municipal utilities and cooperative associations.  
  2.9      (c) Paragraphs (a) and (b) expire June 30, 1996.  However, 
  2.10  any funds encumbered before that date do not cancel but are 
  2.11  available for the purposes of sections 1 to 3 until June 30, 
  2.12  1998. 
  2.13     Sec. 4.  Laws 1994, chapter 573, section 5, subdivision 2, 
  2.14  is amended to read: 
  2.15     Subd. 2.  [PUBLIC UTILITIES COMMISSION; RESEARCH PROJECTS 
  2.16  STUDY COSTS.] $150,000, or so much of this amount as may be 
  2.17  needed, is appropriated from the general fund to the public 
  2.18  utilities commission to initiate research projects in fiscal 
  2.19  year 1995 as recommended by the team of science advisors and 
  2.20  approved by the commission.  Any amount of This appropriation 
  2.21  that remains unencumbered after June 30, 1996, reverts to the 
  2.22  general fund does not cancel but is available until June 30, 
  2.23  1998. 
  2.24     Sec. 5.  [APPROPRIATIONS.] 
  2.25     (a) $....... is appropriated from the general fund to the 
  2.26  public utilities commissions, and is available until June 30, 
  2.27  1998. 
  2.28     $....... of this appropriation is for administrative 
  2.29  expenses of the commission under Laws 1994, chapter 573, 
  2.30  sections 1 and 2. 
  2.31     $....... of this appropriation is for expenses of the team 
  2.32  of scientific advisors and the commission liaison created by 
  2.33  Laws 1994, chapter 573. 
  2.34     $....... of this appropriation is to complete the work of 
  2.35  the team of science advisors as specified in Laws 1994, chapter 
  2.36  573, section 1. 
  3.1      (b) Any funds remaining from the appropriation made in Laws 
  3.2   1994, chapter 573, section 5, subdivision 1, do not cancel but 
  3.3   are available until June 30, 1998, for the purposes of this act 
  3.4   and Laws 1994, chapter 573. 
  3.5      Sec. 6.  [EFFECTIVE DATE.] 
  3.6      Sections 1 to 5 are effective the day following final 
  3.7   enactment.
