  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for the Health Care Education and Training Center in 
  1.4             the city of St. Paul; authorizing the sale of state 
  1.5             bonds. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [HEALTH CARE EDUCATION AND TRAINING CENTER.] 
  1.8      Subdivision 1.  [APPROPRIATION.] $15,000,000 is 
  1.9   appropriated from the bond proceeds fund to the commissioner of 
  1.10  finance for a grant to the city of St. Paul to acquire a site 
  1.11  for and demolish an existing building on the site, and to 
  1.12  predesign, design, construct, furnish, and equip the Health Care 
  1.13  Education and Training Center in downtown St. Paul.  The city of 
  1.14  St. Paul may enter into a lease or management agreement for the 
  1.15  center, subject to Minnesota Statutes, section 16A.695. 
  1.16     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.17  this act from the bond proceeds fund, the commissioner of 
  1.18  finance shall sell and issue bonds of the state in an amount up 
  1.19  to $15,000,000 in the manner, upon the terms, and with the 
  1.20  effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.21  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.22  4 to 7. 
  1.23     Sec. 2.  [EFFECTIVE DATE.] 
  1.24     This act is effective the day following final enactment.
