A bill for an act
relating to capital investment; appropriating money for relocating County
State-Aid Highway 4 in Maynard; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $850,000 is appropriated from the bond proceeds
fund to the commissioner of transportation for a grant to Chippewa County to design,
construct, furnish, and equip a county state-aid highway in Maynard, extending from the
north city limits where County State-Aid Highway 4 enters the city of Maynard, along the
east section line of Sections 30 and 31, T117N and R38W, until the section line intersects
with Highway 23. This appropriation may be used for upgrading existing 60th Avenue SE,
between Cynthia Avenue and Swift Avenue, to a paved ten-ton capacity, upgrading railroad
crossings and signals, and constructing a box culvert at County Ditch 11. This appropriation
is not available until at least an equal amount is committed from nonstate sources.

new text begin To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $850,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
