A bill for an act
relating to mass transit; requesting the Office of the Legislative Auditor to review
Metro Transit bus operations management practices.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin METRO TRANSIT BUS OPERATIONS MANAGEMENT PRACTICES;
LEGISLATIVE AUDITOR REVIEW.

new text begin The legislative auditor is requested to complete a comprehensive review of Metro Transit
bus operations management practices. The review must include:

new text begin (1) causes of bus driver shortages;
new text end

new text begin (2) use of part-time bus drivers;
new text end

new text begin (3) hours of service and practices that cause payment of overtime wages;
new text end

new text begin (4) bus routes and schedules for transit to the state fair;
new text end

new text begin (5) labor costs;
new text end

new text begin (6) reports of worker harassment;
new text end

new text begin (7) scheduling systems and logs; and
new text end

new text begin (8) hiring practices with regard to women and people of color and how the items under
clauses (1) to (7) impact recruitment and retention of women and people of color.

new text begin This section is effective the day following final enactment. The
legislative auditor is requested to complete the review no later than February 1, 2020.
