  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             appropriating money to the city of Minneapolis as 
  1.6             fiscal agent for itself and the Minneapolis library 
  1.7             board for a new central library; authorizing issuance 
  1.8             of bonds. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [APPROPRIATION.] 
  1.11     $3,000,000 is appropriated from the bond proceeds fund to 
  1.12  the city of Minneapolis as fiscal agent for itself and the 
  1.13  Minneapolis library board for preliminary project capital 
  1.14  activities for a new Minneapolis central library. 
  1.15     Sec. 2.  [BOND SALE.] 
  1.16     To provide the money appropriated in section 1 from the 
  1.17  bond proceeds fund, the commissioner of finance, on request of 
  1.18  the governor, shall sell and issue bonds of the state in an 
  1.19  amount up to $3,000,000 in the manner, on the terms, and with 
  1.20  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.21  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.22  4 to 7. 
  1.23     Sec. 3.  [POWERS GRANTED NOT LIMITED.] 
  1.24     Except as specifically provided in sections 1 and 2, the 
  1.25  exercise of powers granted in sections 1 and 2 are not limited 
  1.26  by conflicting state law, rule, regulation, or policy respecting 
  1.27  the receipt of state general fund or bond fund proceeds and the 
  2.1   proceeds may be spent in accordance with the authority and 
  2.2   powers granted in sections 1 and 2 and otherwise by law to the 
  2.3   city.  
  2.4      Sec. 4.  [EFFECTIVE DATE.] 
  2.5      Sections 1 to 3 are effective the day following final 
  2.6   enactment.
