A bill for an act
relating to health; coverage of benefits; requiring school districts, intermediate
school districts, cooperatives, and charter schools to contribute certain amounts;
amending Minnesota Statutes 2018, section 471.61, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 471.61, is amended by adding a subdivision
to read:

new text begin Payment of health benefits for school employees. new text end

new text begin (a) A school district,
intermediate school district, cooperative, and charter school must:

new text begin (1) for an individual employee, contribute a minimum of 83 percent of the annual
premium for health benefits and a minimum of 50 percent of the annual out-of-pocket
maximum for health benefits; and

new text begin (2) for an individual employee and one or more of the employee's dependents, contribute
a minimum of 72 percent of the annual premium for health benefits and a minimum of 50
percent of the annual out-of-pocket maximum for health benefits.

new text begin (b) If a school district, intermediate school district, cooperative, or charter school is
unable to meet the requirements of paragraph (a), it must submit a plan to the commissioner
of education. The plan must include a schedule of increases that demonstrate the contributions
required under paragraph (a) are met within two years of the date the plan is submitted. The
commissioner of education must not approve plans that do not meet the requirements of
this paragraph.

receive financial assistance at the rate of $....... per pupil unit to fund the contributions
described under paragraph (a). A school district may levy for an amount equal to the financial
assistance provided by the commissioner of education.

new text begin This section is effective January 1, 2020, and applies to health
benefits offered, issued, or renewed on or after that date.
