  1.1                          A bill for an act 
  1.2             relating to elections; providing additional 
  1.3             identification procedures; changing certain 
  1.4             registration procedures; amending Minnesota Statutes 
  1.5             2000, sections 201.061, subdivision 3; 201.171. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 201.061, 
  1.8   subdivision 3, is amended to read: 
  1.9      Subd. 3.  [ELECTION DAY REGISTRATION.] An individual who is 
  1.10  eligible to vote may register on election day by appearing in 
  1.11  person at the polling place for the precinct in which the 
  1.12  individual maintains residence, by completing a registration 
  1.13  card, making an oath in the form prescribed by the secretary of 
  1.14  state and providing proof of residence.  An individual may prove 
  1.15  residence for purposes of registering by: 
  1.16     (1) showing a driver's license or Minnesota identification 
  1.17  card issued pursuant to section 171.07; 
  1.18     (2) showing any document approved by the secretary of state 
  1.19  as proper identification; 
  1.20     (3) showing one of the following: 
  1.21     (i) a current valid student identification card from a 
  1.22  post-secondary educational institution in Minnesota, if a list 
  1.23  of students from that institution has been prepared under 
  1.24  section 135A.17 and certified to the county auditor in the 
  1.25  manner provided in rules of the secretary of state; or 
  2.1      (ii) a current student fee statement that contains the 
  2.2   student's valid address in the precinct together with a picture 
  2.3   identification card; or 
  2.4      (4) having a voter who is registered to vote in the 
  2.5   precinct sign an oath in the presence of the election judge 
  2.6   vouching that the voter personally knows that the individual is 
  2.7   a resident of the precinct.  A voter who has been vouched for on 
  2.8   election day may not sign a proof of residence oath vouching for 
  2.9   any other individual on that election day.; or 
  2.10     (5) for tribal band members living on the Leech Lake 
  2.11  Reservation, an individual may prove residence for purposes of 
  2.12  registering by showing an identification card issued by the 
  2.13  tribal government of a tribe recognized by the Bureau of Indian 
  2.14  Affairs, United States Department of the Interior, that contains 
  2.15  the name, address, signature, and picture of the individual.  
  2.16  The county auditor of each county representing the Leech Lake 
  2.17  Reservation shall maintain a record of the number of election 
  2.18  day registrations accepted under this section. 
  2.19     A county, school district, or municipality may require that 
  2.20  an election judge responsible for election day registration 
  2.21  initial each completed registration card.  
  2.22     Sec. 2.  Minnesota Statutes 2000, section 201.171, is 
  2.23  amended to read: 
  2.24     201.171 [POSTING VOTING HISTORY; FAILURE TO VOTE; 
  2.25  REGISTRATION REMOVED.] 
  2.26     Within six weeks after every election, the county auditor 
  2.27  shall post the voting history for every person who voted in the 
  2.28  election.  After the close of the calendar year, the secretary 
  2.29  of state shall determine if any registrants have not voted 
  2.30  during the preceding four years and shall change the status of 
  2.31  those registrants to "inactive" in the statewide registration 
  2.32  system.  The secretary of state shall also prepare a report to 
  2.33  the county auditor containing the names of all registrants whose 
  2.34  status was changed to "inactive."  Registrants whose status was 
  2.35  changed to "inactive" must register in the manner specified by 
  2.36  section 201.054 before voting in any primary, special primary, 
  3.1   general, school district, or special election, as required by 
  3.2   section 201.018. 
  3.3      Although not counted in an election, a late absentee ballot 
  3.4   must be considered a vote for the purpose of continuing 
  3.5   registration. 
  3.6      Sec. 3.  [REPORT.] 
  3.7      The secretary of state shall prepare a report on 
  3.8   implementation of section 1 and shall submit the report by 
  3.9   January 15, 2004, to the committees of the senate and house of 
  3.10  representatives with jurisdiction over election issues.
