1.2relating to transportation; amending regulation of limousines;amending
1.3Minnesota Statutes 2012, sections 65B.135; 168.002, subdivision 15; 168.128,
1.4subdivisions 2, 3; 221.84, subdivision 1.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Minnesota Statutes 2012, section 65B.135, is amended to read:
1.765B.135 LIMOUSINE INSURANCE.
1.8An insurer who provides insurance for limousines, defined in section 168.002,
1.9subdivision 15
, shall provide insurance in a minimum aggregate amount of $300,000
1.10 $1,500,000 per accident for each limousine covered. The insurance coverage may be
1.11provided by combining an underlying liability policy with an excess or umbrella policy as
1.12long as the minimum aggregate amount is met.
1.13EFFECTIVE DATE.This section is effective July 1, 2014, and applies to policies
1.14issued or renewed on or after that date.

1.15    Sec. 2. Minnesota Statutes 2012, section 168.002, subdivision 15, is amended to read:
1.16    Subd. 15. Limousine. "Limousine" means a luxury passenger automobile that is
1.17not a van or station wagon and has a seating capacity of not more than 12 15 persons,
1.18excluding including the driver.
1.19EFFECTIVE DATE.This section is effective July 1, 2014.

1.20    Sec. 3. Minnesota Statutes 2012, section 168.128, subdivision 2, is amended to read:
2.1    Subd. 2. Plates. (a) A person who operates a limousine for other than personal use
2.2shall register the motor vehicle as provided in this section. (b) A person who operates a
2.3limousine for personal use may apply for limousine plates.
2.4(b) The commissioner shall issue limousine plates to the registered owner of a
2.5limousine who:
2.6(1) certifies that an insurance policy or policies under section 65B.135, in an
2.7aggregate amount of $300,000 per accident the minimum aggregate amount required
2.8under that section, is in effect for the entire period of the registration;
2.9(2) provides the commissioner with proof that the passenger automobile license
2.10 registration tax and a $10 fee have been paid for each limousine receiving limousine
2.11plates; and
2.12(3) complies with this chapter and rules governing the registration of motor vehicles
2.13and licensing of drivers.
2.14(c) The limousine plates must be designed to specifically identify the vehicle as a
2.15limousine and must be clearly marked with the letters "LM." Limousine plates may not be
2.16transferred upon sale of the limousine, but may be transferred to another limousine owned
2.17by the same person upon notifying the commissioner and paying a $5 transfer fee.
2.18EFFECTIVE DATE.This section is effective July 1, 2014.

2.19    Sec. 4. Minnesota Statutes 2012, section 168.128, subdivision 3, is amended to read:
2.20    Subd. 3. Insurance. (a) The application must include a certificate of insurance
2.21verifying that a valid commercial insurance policy or policies is in effect and giving the
2.22name of the insurance company and the number of the insurance policy. The policy or
2.23policies must provide in the aggregate stated limits of liability, exclusive of interest and
2.24costs, with respect to each motor vehicle for which coverage is granted, of:
2.25(1) not less than $100,000 $1,500,000 because of bodily injury to one person in any
2.26one accident and, subject to that limit for one person, of not less than $300,000 because of
2.27injury to two or more persons in any one accident and of;
2.28(2) not less than the minimum aggregate amount required under section 65B.135 per
2.29accident; and
2.30(3) not less than $100,000 because of injury to or destruction of property.
2.31(b) The insurance company must notify the commissioner if the policy is canceled or
2.32if the policy no longer provides the coverage required by this subdivision.
2.33(b) (c) The commissioner shall immediately notify the commissioner of
2.34transportation if the policy of a person required to have a permit under section 221.84 is
2.35canceled or no longer provides the coverage required by this subdivision.
3.1EFFECTIVE DATE.This section is effective July 1, 2014, and applies to policies
3.2issued or renewed on or after that date.

3.3    Sec. 5. Minnesota Statutes 2012, section 221.84, subdivision 1, is amended to read:
3.4    Subdivision 1. Definition. "Limousine service" means a service that:
3.5(1) is not provided on a regular route;
3.6(2) is provided in a luxury passenger automobile that is not a van or station wagon
3.7and has a seating capacity of not more than 12 15 persons, excluding including the driver;
3.8(3) provides only prearranged pickup; and
3.9(4) charges more than a taxicab fare for a comparable trip.
3.10EFFECTIVE DATE.This section is effective July 1, 2014.
