  1.1                          A bill for an act 
  1.2             relating to railroads; prohibiting and requiring 
  1.3             certain actions relating to the Dan Patch commuter 
  1.4             rail line by the metropolitan council, commissioner of 
  1.5             transportation, and regional rail authorities. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [DAN PATCH COMMUTER RAIL LINE; PROHIBITIONS.] 
  1.8      Subdivision 1.  [DEFINITION.] For purposes of this section 
  1.9   "Dan Patch commuter rail line" means the commuter rail line 
  1.10  between Northfield and Minneapolis identified in the 
  1.11  metropolitan council's transit 2020 master plan as the Dan Patch 
  1.12  line. 
  1.13     Subd. 2.  [METROPOLITAN COUNCIL; PROHIBITIONS.] The 
  1.14  metropolitan council may not take any action or spend any 
  1.15  federal, state, or local money for study, planning, preliminary 
  1.16  engineering, final design, or construction for the Dan Patch 
  1.17  commuter rail line.  The council shall remove all references, 
  1.18  other than references for historical purposes, to the Dan Patch 
  1.19  commuter rail line from any future revisions to the council's 
  1.20  transportation policy plan and the council's regional transit 
  1.21  master plan. 
  1.22     Subd. 3.  [COMMISSIONER OF TRANSPORTATION.] The 
  1.23  commissioner of transportation may not take any action or expend 
  1.24  any federal, state, or local money for study, planning, 
  1.25  preliminary engineering, final design, or construction for the 
  2.1   Dan Patch commuter rail line.  The commissioner shall remove all 
  2.2   references, other than references for historical purposes, to 
  2.3   the Dan Patch commuter rail line from any future revisions to 
  2.4   the state transportation plan and the commissioner's commuter 
  2.5   rail system plan. 
  2.6      Subd. 4.  [REGIONAL RAIL AUTHORITIES.] No county or 
  2.7   regional rail authority may expend any federal, state, or local 
  2.8   money for study, planning, preliminary engineering, final 
  2.9   design, or construction for the Dan Patch commuter rail line. 
  2.10     Sec. 2.  [EFFECTIVE DATE.] 
  2.11     Section 1 is effective July 1, 2002.
