  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             providing for renovation of two St. Cloud State 
  1.6             University buildings; authorizing state bonds; 
  1.7             appropriating money. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [ST. CLOUD STATE UNIVERSITY RENOVATIONS.] 
  1.10     $....... is appropriated from the bond proceeds fund to the 
  1.11  board of trustees of the Minnesota state colleges and 
  1.12  universities to renovate Eastman and Riverview Halls at St. 
  1.13  Cloud State University. 
  1.14     Sec. 2.  [BOND SALE.] 
  1.15     To provide the money appropriated by section 1 from the 
  1.16  bond proceeds fund, the commissioner of finance, on request of 
  1.17  the governor, shall sell and issue bonds of the state in an 
  1.18  amount up to $....... in the manner, upon the terms, and with 
  1.19  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.20  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.21  4 to 7. 
  1.22     Sec. 3.  [EFFECTIVE DATE.] 
  1.23     This act is effective the day following its final enactment.
