A bill for an act
relating to transportation; appropriating money for certain reimbursements to
deputy registrars.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. DEPUTY REGISTRAR REIMBURSEMENTS.

(a) $6,000,000 in fiscal year 2018 is appropriated from the driver services operating
account in the special revenue fund to the commissioner of public safety for grants to deputy
registrars under Minnesota Statutes, section 168.33. This is a onetime appropriation and is
available in fiscal year 2019.

(b) The commissioner must reimburse each deputy registrar on a monthly basis for
eligible expenditures.

(c) Eligible expenditures under this section are documented expenses that are:

(1) directly associated with implementation of the new vehicle registration system,
known as MNLARS, including but not limited to payment of overtime wages and foregone
revenue due to changes in business practices as a result of MNLARS; and

(2) incurred or calculated only for the period of July 24, 2017, through June 30, 2018.

(d) Within 30 days of the effective date of this section, the commissioner must: (1) in
consultation with deputy registrars, develop a reimbursement process that minimizes applicant
burdens; and (2) provide the members and staff of the legislative committees with jurisdiction
over transportation policy and finance with documentation outlining the process developed
under clause (1), including a summary of the reimbursement procedures and deputy registrar
documentation requirements, a review of the rationale for the documentation requirements,
and an overview of deputy registrar consultation activities.

(e) The commissioner must make reasonable efforts to begin reimbursing deputy registrars
within 60 days of the effective date of this section.

EFFECTIVE DATE.

This section is effective the day following final enactment.
