A bill for an act
relating to state government; providing incentives for employee energy savings
suggestions; proposing coding for new law in Minnesota Statutes, chapter 16C.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) Employees of the state are encouraged to make
energy cost savings suggestions. As an incentive for doing so, each employee who makes
a suggestion that results in an operation and maintenance cost savings, as defined in
section 16C.144, shall be awarded an amount equivalent to half the amount saved by the
agency in the following fiscal year, but must not exceed $1,000 per saving submission.
Employees are only eligible for the incentive payment twice.

new text begin (b) The commissioner of administration shall establish procedures for documenting
submission of suggestions. If more than one employee makes the same suggestion, the
employee who first submitted the suggestion shall receive the award. Two or more
employees may jointly submit a suggestion and receive equal shares of the award. The
award must be funded from amounts appropriated to the agency that benefited from
the operation and maintenance cost savings. Each location of state government must
designate a person to receive suggestions and make a preliminary determination as to
whether the suggestion would result in an operation and maintenance cost savings. The
commissioner of administration may implement the approved operation and maintenance
cost savings and determine the final operation and maintenance cost savings for each
suggestion that is adopted.

incentive through newsletters and postings on Web sites.

by January 1 of each year on the implementation of this section to the committees of the
legislature with jurisdiction over state agencies.
