  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for a city of Proctor community activity center; 
  1.4             authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CITY OF PROCTOR; COMMUNITY ACTIVITY CENTER.] 
  1.7      $1,975,000 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of administration to be disbursed to the city 
  1.9   of Proctor to discharge one-half of the cost to acquire and 
  1.10  better a city community activity center designed to provide 
  1.11  facilities for city government, library, arts, museum, and other 
  1.12  public functions.  The commissioner may disburse the 
  1.13  appropriation after the commissioner determines that financing 
  1.14  of an amount equal to the appropriation is available for the 
  1.15  project from other nonstate sources. 
  1.16     Sec. 2.  [BOND SALE.] 
  1.17     To provide the money appropriated by section 1, the 
  1.18  commissioner of finance, on request of the governor, shall sell 
  1.19  and issue bonds of the state in an amount up to $1,975,000 in 
  1.20  the manner, upon the terms, and with the effect prescribed by 
  1.21  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.22  Minnesota Constitution, article XI, sections 4 to 7.
