  1.1                          A bill for an act
  1.2             relating to education; allowing certain international 
  1.3             students to participate in varsity and junior varsity 
  1.4             sports and competitions sponsored by the Minnesota 
  1.5             State High School League; amending Minnesota Statutes 
  1.6             2002, section 128C.05, by adding a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2002, section 128C.05, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 3.  [INTERNATIONAL STUDENTS.] An international 
  1.11  student may participate in league-sponsored varsity and junior 
  1.12  varsity sports and competitions beginning on the first day the 
  1.13  student enrolls in a Minnesota high school and during the time 
  1.14  the student remains enrolled in high school if the student: 
  1.15     (1) enters the United States with an F-1 visa issued by the 
  1.16  United States government; 
  1.17     (2) is admitted for duration of status and not subject to 
  1.18  Public Law 104-208, section 625; and 
  1.19     (3) is making satisfactory academic progress as determined 
  1.20  by the enrolling school and consistent with league bylaws.  
  1.21     [EFFECTIVE DATE.] This section is effective for the 
  1.22  2004-2005 school year and later.
