A bill for an act
relating to human services; directing the commissioner of human services to make
recommendations for substance use disorder treatment provider paperwork
reduction and systems improvement; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

TREATMENT PAPERWORK REDUCTION.

new text begin (a) The commissioner of human services, in consultation with counties, tribes, managed
care organizations, chemical health professional associations, and other relevant stakeholders,
shall develop, test, and recommend systems improvements to minimize the regulatory
paperwork for substance use disorder programs licensed under Minnesota Statutes, chapter
245A, and regulated under Minnesota Statutes, chapters 245F and 245G, and Minnesota
Rules, parts 2960.0580 to 2960.0700.

new text begin (b) In developing the recommendations, the commissioner of human services shall
contract with a vendor with experience in multiple states developing statewide systems
changes at the payer and provider levels, and that ensures input from all stakeholders is
considered and that the commissioner's recommendations maximize client benefits and
utility for providers, regulatory agencies, and payers.

new text begin (c) By December 15, 2020, the commissioner shall submit to the chairs and ranking
minority members of the legislative committees with jurisdiction over health and human
services a report that includes the recommendations for systems improvement to reduce
paperwork, any necessary legislative proposals, and a summary of the approaches developed
and tested by the commissioner of human services and stakeholders.

new text begin $....... in fiscal year 2020 is appropriated from the general fund to the commissioner of
human services for the purposes of section 1. $....... of this appropriation is to contract with
the vendor described in section 1, paragraph (b). This is a onetime appropriation and is
available until December 15, 2020.
