  1.1                          A bill for an act
  1.2             relating to human services; requiring the commissioner 
  1.3             of human services to prepare a report assessing the 
  1.4             feasibility of privatization of the state's regional 
  1.5             treatment centers and state-operated community 
  1.6             facilities. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [PRIVATIZATION PLAN FOR REGIONAL TREATMENT 
  1.9   CENTERS.] 
  1.10     The commissioner of human services shall prepare a 
  1.11  comprehensive report which assesses the feasibility of 
  1.12  privatizing all or some of the state regional treatment centers 
  1.13  and state-operated community facilities.  In preparing the 
  1.14  report, the commissioner shall consult with all interested 
  1.15  stakeholders, including but not limited to, consumers, advocacy 
  1.16  groups, representatives of employee groups, and community 
  1.17  representatives.  The report shall include recommended timelines 
  1.18  for privatization and estimates of the impact of privatization 
  1.19  on the state budget.  The report shall be presented to the state 
  1.20  legislature no later than January 15, 1997.
